Renovation of a detention facility in Dilley, Texas. Completed plans call for the renovation of a detention facility.

Four existing Heating and ventilation units (HVUs) and 4 supply fans to be replaced by Air handling units (AHUs) with chilled water coils providing cooling and gas heat to the inmate housing buildings J1, J2, J3 and J4. New AHUs to be connected to existing ductwork and re-use existing duct where possible. (6) Air rotation units with chilled water coils and gas heat to be added to building J5 to provide cooling to the inmate housing building. Chilled water to be provided by new Modular Central Utility Plant (CUP) on the exterior of the facility perimeter fence with water cooled chillers and cooling towers. Chilled water shall be ran below grade between the modular CUP. Plant to be 900 tons in the initial build with accommodations for future expansion to 1350 tons. All new equipment to be backed up on emergency generator power, including all equipment in modular CUP. The Texas Department of Criminal Justice (TDCJ) is Requesting Proposals to design and install new HVAC systems that will include chilled water cooling for buildings J1, J2, J3, J4 and J5 at the Briscoe Unit in Dilley, Texas, as shown by Jacobs Engineering Group, Inc. Respondent shall refer to Specifications and submit all required qualifications and licensing required within. Specifications will be furnished with the Solicitation documents. Respondent is required to submit a HUB Subcontracting Plan as detailed in Exhibit 1. Failure to submit a completed HUB Subcontracting Plan will result in the proposal being rejected from further consideration. Due to strict security please be aware that entrance to the unit will be denied to anyone in possession of any items to include, but not limited to, any of the following: weapons (including pocketknives), tobacco products, alcohol, cell phones, pagers and more than $25.00. Visitors are subjected to searches as they enter the facility and may be required to walk through electronic scanning equipment such as metal detectors. Access to the facility will be denied to anyone not willing to be searched. Appropriate attire required. Respondent must be bondable and insurable at the levels required. All proposals must be valid for no less than 180 Calendar Days. The TDCJ reserves the right to reject any or all proposals, and to waive any informality or irregularity.
