**As of September 18th, 2025, the project was awarded to A & B Industrial Services, LLC, with an awarded amount of $105,156.** The City of Springfield is seeking qualified firms or persons to provide Cryogenic Perlite Removal and Installation. A contract will be issued in the form of a one-time contract. Question Deadline 08/05/2025 at 3:00 PM CT Questions must be sent in writing to the Buyer, Amy Nelson, at amy.nelson@springfieldmo.gov. The Contractor shall provide all plant labor, materials, and supervision to remove, store and reinstall stored cryogenic perlite and refill cryogenic perlite from a U-50 tower/Cold Box. Material shall be stored onsite. After repairs are made, the Contractor shall reinstall with the removed cryogenic perlite and top off with new cryogenic perlite until tower is topped off with fresh cryogenic grade perlite to fill all voids in the oxygen generation system. The Contractor will be responsible for disposing any cryogenic perlite material if any. 3.4.1 The City has one column. Estimated volume is 4,200 cubic feet. 3.4.2 The City will provide access to the top of the cold box and access to filling the ports by means of ladders. The ladders are affixed to the cryo tower. 3.4.3 The City will provide roadways for the bulk vacuum tanker to enter and leave the job site under its own power. 3.4.4 The Contractor shall work under the direction of the City but also cooperate with SolutionWerks throughout the process. SolutionWerks is the Contractor that performs the City's annual cryo turnaround work and will also help inside the tower. They are in the pure oxygen business and will evaluate the condition of the internal heat exchangers and nitrogen superheater. SolutionWerks determines if everything is in good condition and when the tower is ready to be refilled with perlite. SolutionWerks will communicate with the perlite contractor when ready to refill the tower. 3.4.5 The Contractor will provide hoses, pipes, and rigging for perlite removal and installation. The City shall be responsible for placement of nozzles for removal and installation of perlite, as well as for venting of annular space. 3.4.6 The Contractor shall provide all make-up and topping material. Material shall include compaction factor of 15% at the time of installation. Once on site, the Contractor shall unload the truck load of new perlite into silo storage bags. 3.4.7 The Contractor shall remove the perlite from the top first then remove the material from the bottom. After all perlite is removed and plumbing and vessels are cleared, the Contractor shall wash-down the entire column using water from the customer facility in preparation for turnaround entry. After turnaround work is completed inside the cold box, the Contractor shall blow perlite into the cold box utilizing the bagged new and/or removed perlite. The box shall be topped off with the new bagged perlite until it is full. 3.4.8 The Contractor shall provide confined space entry and hole-watch trained personnel. 3.4.9 The Contractor shall take every precaution to prevent eruption or spillage of perlite on the plant grounds or immediate surrounding areas. The Contractor shall take all reasonable precautions to reduce the possibility of permeation of liquid/cryogenic gas product in the perlite suddenly expanding and erupting.
