Project Background and Description The San Francisco Fire Department (SFFD) is consolidating, replacing and relocating its current training facilities at Treasure Island and 2310 Folsom Street, San Francisco to a new state-of-the art, 8-acre site at 1200-1298 Carroll Avenue in the Hunters Point/Bayview neighborhoods. The purpose of the new San Francisco Fire Department Division of Training (SFFD DOT) facility is to improve operational efficiency, provide an upgraded training campus for firefighters and emergency medical technicians and meet the evolving needs of first responders in a 21st-century urban environment. The new SFFD DOT will provide live-fire and simulation training structures, classrooms, emergency medical service training facilities and onsite fire apparatus training to meet the unique emergency fire and medical response needs of the City of San Francisco. The new site consists of 26 parcels and three paper streets (that are proposed to be vacated), which are planned to be merged into one contiguous, 8-acre site. The site is just south of Yosemite Slough and consists largely of landfill over old bay mud. The site is relatively flat with a significant grade elevation change to relative to the neighboring property/street on the western and northern edges. The site is currently free of any buildings but has remnant footings and slabs from former building as well as parking lot pavement and gravel. Underneath portions of the paper streets, there are two major sewer/stormwater infrastructure systems: an 18'-wide Box Culvert, and a 2'-6" by 3'-9" Sewer Main. Per draft agreements with the San Francisco Public Utilities Commission (SFPUC), these utilities cannot be built over and must be protected during construction (reference SFPUC MOU. Exhibits 7 - 12). Neighboring sites consist of: light industrial (PDR-2 zoned) to the north and west; recreational (state park lands) to the east; and residential across the street to the south (planned Five Point Development housing). The new SFFD DOT will have approximately 12 primary buildings, totaling approximately 147,531 gross square feet. 58,432 square feet of buildings will be Occupied Buildings (offices, classrooms, training and support buildings), while 53,134 square feet of buildings will be Unoccupied Training Structures (simulated buildings for fire and rescue training), while another 4,132 square feet of buildings will be Campus Shared Spaces. Only the Administration/Classroom Building shall be considered an Essential Services Building. The building's structure, envelope, MEP, security and data/telecommunications systems shall be designed for immediate occupancy following a major earthquake, meaning the building will be designed so that overall damage to the building is light. Emphasis on the selection of materials and systems shall be on energy efficiency, low maintenance and long-term life cycle cost value. The project will comply with the City's sustainability requirements and will seek certification for LEED Gold. Primary sustainable design features may include minimum water use reduction, energy efficiency, rooftop photovoltaic and solar hot water systems, all-electric equipment and systems, use of environmentally sustainable materials, enhanced indoor environmental quality, construction waste reduction, and enhanced commissioning.
