Silver Lake Water System (SLWS) Transmission Line Condition Assessment Pursuant to MCA 7-5-4301(2)(a), the City and County of Butte-Silver Bow (BSB) seeks professional services for a comprehensive condition assessment of the Silver Lake Water System (SLWS) transmission line between Meyers Dam and the Ramsay Pump Station. The City and County of Butte-Silver Bow is requesting proposals for a comprehensive evaluation of the Silver Lake Water System transmission line from the intake at Meyers Diversion to the Ramsay Pump Station that will include analyzing its current physical condition. The evaluation will involve inspections and data analysis, to identify potential issues and determine necessary maintenance or upgrade strategies for optimal water delivery. Modeling completed using AFT Fathom Steady-State Pipe Flow Modeling Software indicates the current capacity of the line is approximately 18 million gallons per day (MGD). Data Collection: o Pipe Inventory: Obtain detailed information about the pipeline including material, diameter, length, installation date, and historical repair records. o Field Inspections: Conduct non-destructive testing methods and/or video surveys to detect corrosion, cracks, leaks, and other defects. The field inspections will be required at a minimum of five (5) test pit locations. The test pit excavations will be completed by Butte-Silver Bow personnel. o Pressure Monitoring: Perform high frequency pressure monitoring. Pressure monitoring will be required at a minimum of two (2) locations to identify pressure drops and potential flow issues. o Appurtenance Assessment: Evaluate components and accessories connected to the transmission line (e.g., valves and cathodic protection equipment) to assess their condition and potential risks. Condition Assessment: o Leak Detection: Identify leak locations using inline leak detection. o Pipe Wall Thickness Measurement: Assess/evaluate pipe wall thickness at critical points. Evaluate wall thickness and loading conditions at test pit locations to determine a factor of safety for the transmission line. o Over The Line Survey: o Soil Corrosivity: Evaluate the severity of soil corrosivity through field inspection and soil sampling. o Stray Current: Perform stray current analysis where other utilities/pipes (e.g., natural gas, etc.) cross the transmission line. o Electrical Continuity: Perform a potential survey to verify electrical continuity of transmission line.
