PROJECT #: PM016 LOCATION: Washington (Port Murray) Readiness Center, Warren, NJ OWNER: NEW JERSEY, DEPARTMENT OF MILITARY AND VETERANS AFFAIRS EST. COST: $2,200,000.00 ELECTRONIC BIDDING Paper bids WILL NOT be accepted for this procurement. Bid Proposals will be received from Bidders electronically ONLY via the Bid Express service until 2:00 P.M. on September 18, 2025 at which time the bid proposals submitted will be publicly opened and read at DMAVA. Once you have an account, you can view this procurement and download all related documents, as well as any future procurements that DMAVA does through Bid Express. The fee schedule is available on the web site. All fees are directly payable to Bid Express. The Bid Documents for this project are only available for download via Bid Express. Hard copies of the Bid Documents are not available for purchase Completed bids will be received via BID EXPRESS until 2:00 PM on September 18, 2025 and then publicly opened and read aloud. No bid will be accepted thereafter. DMAVA is soliciting bid proposals for the following prime contract. Bidders must be prequalified in the following classification pursuant to NJSA 52:35-3 by the Department of Treasury, Division of Property Management and Construction (DPMC). Bidders are required to submit a copy of the DPMC prequalified classification with their bid. The following classification is required: *C035 Solar Energy Systems *C035 Solar Energy Systems contractor MUST bid with a P056 Renewable Energy Consultant to facilitate design. Current proof must be on file in DPMC and/or submitted to this office not later than TIME SCHEDULED FOR BID OPENING. Failure to do so may result in the disqualification of the bidder. Bidders are required to submit a copy of proof of registration with the NJSTART program. Information regarding NJSTART may be obtained at the following web site: WWW.NJSTART.GOV All public works projects in New Jersey require Prevailing Wages. Effective February 18, 1992, Regulation N.J.A.C. 12:60-2.1 and 6.1 of the New Jersey Prevailing Wage Act, N.J.S.A. 34:11-56.25 et seq requires that certified payroll records must be submitted to the public body, by all contractors and subcontractors, for each employee on the project within ten (10) days of the payment of wages. The contractor is responsible for paying Official Prevailing Wage in effect on Contract Award Date. To assist in the bidding process, contractors may wish to use an unofficial Prevailing Wage found at: http://lwd.dol.state.nj.us/labor/wagehour/wagerate/pwr_construction.html No bidder may withdraw his bid within ninety (90) calendar days after the actual date of the opening thereof. Each bidder must deposit with his bid, security in an amount and form subject to the conditions provided in the Instructions for Bidders. Successful bidder(s) must provide a 100% Performance Bond and 100% Payment Bond when the project is awarded. Attention of bidders is particularly called to the requirements as to condition of employment to be observed and minimum wage rates to be paid under the contract. Bidders are required to comply with the requirements of P.L. 1975, C.127 Affirmative Action Program, and P.L. 1945, C.169 Law Against Discrimination. A MANDATORY PRE-BID MEETING will be held at 10:00 AM on August 28, 2025 at the Port Murray Armory 550 NJ-57, Port Murray, NJ 07865 Questions related to this ad should be directed to Ms. Debbie Soto at 609-530-7115, Business Management Bureau, between the hours of 8:00 AM and 4:00 PM Monday thru Thursday. The purpose of this Request for Proposal (RFP) is to solicit bid proposals from an environmental consulting firm (CONSULTANT) to provide limited environmental consulting services (Services) at the New Jersey Department of Military and Veteran's Affairs (NJDMAVA) government owned/operated building(s) identified in the Solicitation Documents issued by the DMAVA Contracting Officer. These Services include but are not limited to; hazardous materialssurveys, implement habitat management goals, apply for or renew various permits (wetland, CAFRA, pinelands, etc.), and assist the NJDMAVA in the consultation process with the New Jersey State Historic Preservation Office (SHPO). For the purposes of this contract: o Hazardous material is a generic term which includes asbestos, lead based paint, indoor air quality (microbial at a minimum), polychlorinated biphenyls (PCB), mercury, ozone depleting substances (ODS), and/or any other suspected hazardous materials the OWNER believes maybe present that may impact the project. Other suspected hazardous materials will be identified during the PreProposal meeting and/or other project documents, and o Only NJDMAVA facilities listed as "Historic Properties" in Section 2 below shall require SHPO consultation assistance services. Other facilities that require SHPO consultation assistance will be identified during the Pre-Proposal meeting and/or in other project documents. o Implement habitat management goals by following each facilities' Integrated Natural Resource Management Plan. Applying or renewing for wetland, CAFRA, and/or Pinelands permits are dependent on the location of the NJDMAVA owned/operated buildings as not all facilities have pinelands, wetlands or are near a coastal zone. QA date - 9-5-2025 Question deadline added as per Pre-Bid Agenda.
