The Mesa Unified School District No. 4 ("District") is comprised of approximately 90 schools and facilities spanning a 200-square mile area. The District is seeking proposals from qualified and experienced contractors to provide all labor, materials and equipment necessary to service, repair and replace boilers for the District. The selected contractor must demonstrate specific experience with Parker Boilers, as the majority of the District's existing units are of this brand. Prompt replacement of two boilers will be required shortly after contract award. Contractor shall remain fully informed of and in compliance with all ordinances and regulations pertaining to the lawful provision of services under the Contract. District reserves the right to stop work and/or cancel the contract of any Contractor whose license(s) expire, lapse, are suspended, or are terminated. Contractor must possess a C-4 Boilers, Steamfitting and Process Piping license with the Arizona Registrar of Contractors. Contract Term. The initial term of the Contract shall be one (1) calendar year from the effective date of Contract Award, unless otherwise specified in the Special Requirements of Solicitation. Contract Extension. By mutual written agreement between District and Contractor, the Contract may be extended for up to four (4) consecutive additional 12-month periods, beginning immediately after expiration of the prior term. District will determine whether it is in District's best interests to agree to a Contract extension. The factors used to make this determination may include, without limitation, Contractor's satisfactory performance of the Contract, the likelihood of continued satisfactory performance, including competitive prices for Contract products, materials and services, and the likelihood that District will need to purchase from the Contract. The Contract will expire unless renewed by issuance of written notice by District or a purchase order for the term of the extension. Month-to-Month Extension. District may offer month-to-month extensions if that is determined to be in the best interests of District. The initial term of the Contract shall be one (1) calendar year from the effective date of Contract Award. A contract under this bid may be awarded to multiple vendors. The District reserves the right to make a multiple award to more than one offeror. The award will be limited to the least number of offerors that the District determines is necessary to meet the needs of the District. Contractor shall supply all labor, materials, supplies, equipment, vehicles and transportation necessary for boiler service, repair and replacement on an "as-needed" basis in accordance with the specifications and provisions contained herein. The District makes no guarantee as to the number of projects or the size of the projects that any one firm will receive during the contract term. The District's usage is on an as needed basis. The selected contractor MUST demonstrate specific experience with Parker Boilers, as the majority of the District's existing units are of this brand. Demonstrated experience with Parker Boilers must be documented by providing a minimum of three references for projects in the past five years. Prompt replacement of two boilers will be required shortly after contract award. Contractor must possess a C-4 Boilers, Steamfitting and Process Piping license with the Arizona Registrar of Contractors. Boiler Maintenance: Perform scheduled inspections if requested by the District. Clean and inspect burners, heat exchangers, safety valves, gas regulators, ignitors, and associated components. Check and calibrate controls, thermostats, and safeties. Inspect water treatment systems and make recommendations for chemical treatment. Provide written reports following each inspection/service. Boiler Repairs Troubleshoot and diagnose problems with boiler systems. Repair or replace malfunctioning components including valves, controls, piping, pumps, burners, and electrical systems. Provide emergency response within 24 hours of notification for high-priority systems. Submit repair estimates for District approval prior to proceeding, unless emergency authorization is granted. Boiler Replacement Provide all services required for the installation and temporary operation of rental boiler systems in the event of a unit failure. Remove and properly dispose of old or non-functioning boilers. District dumpsters are not to be used. Furnish and install new boiler equipment that meets or exceeds existing capacity and efficiency standards. Coordinate with the District Maintenance Department regarding utility shutdowns, access to mechanical rooms, and scheduling to minimize disruption to school operations. Perform start-up, testing, and system balancing. Provide training for District maintenance staff on new systems. Supply O&M (Operations & Maintenance) manuals and warranty documentation. Emergency Response Contractor must provide emergency service within 4 hours for critical failures impacting building operation, and within 24 hours for all other high-priority repairs. Contractor shall identify in their proposal what resources they maintain for emergency readiness. Non-emergency projects will be reviewed with the contractor in advance and a detailed quote will be requested by the District prior to the commencement of any work.
