Site work, paving and outdoor lighting for a mixed-use development in Indian Head, Maryland. Completed plans call for site work for a sidewalk / parking lot; for paving for a 44-space sidewalk / parking lot; road / highway; for outdoor lighting for a road / highway; road / highway; and water / sewer project.

Description of the Work: This project requirement is to build a new parking lot for 44 spots and incidental related work. This project aims to expand parking capacity to accommodate personnel and visitors at Building 20. The scope of work includes the demolition of portions of existing sidewalks and drive aisles, removal, relocation, or adjustment of existing utilities, and the construction of a new walk. Additionally, the project will involve the creation and modification of an existing access point off Pickens Lane, the installation of new light poles, and the removal and replacement of existing asphalt and concrete pavement. New pavement markings, signage, and stormwater management facilities, including landscaping, will also be part of the work. Other improvements will include site grading, stabilization, erosion and sediment control measures, and various miscellaneous enhancements. The project will require obtaining approvals from Maryland Department of the Environment (MDE), the base, and any other relevant parties, along with providing necessary plans, specifications, and supporting documentation. A geotechnical engineer will be responsible for conducting soil borings in both green and paved areas, confirming the bearing capacity for pavement sections, stormwater management design, and preparing a soils report. The engineer should also be on-site during construction. Utilityscanning, digging test pits as necessary, and conducting a detailed field survey of existing conditions including pipe sizes, inverts, surface features, scanning for and marking below grade utilities" and "detailed" topography will be required before the project design begins. This will serve as the Existing Conditions and Buried Utility Location Plan and topography will be required before the project design begins. The proposed driveway width is 26 feet. Space specifications are as follows: o Total parking spaces: 9 feet by 18.5 feet (44 total) Excludes two spaces striped out and two access aisles. o 2 reserved spaces o 4 visitor spaces o 2 handicap-accessible spaces with proper signage o 36 standard parking spaces Future Option for 2 Additional Handicapped Spaces: Contractor shall ensure that spaces on each side of access aisles, and the access aisles themselves, are no greater than 2% slope in any direction. All pavement striping should be 4 inches wide. Handicapped spaces must include the appropriate signage and pavement markings in accordance with Americans with Disabilities Act (ADA) and Architectural Barriers Act (ABA) standards. Refer to SDDCTEA's Pamphlet 55-17 for additional guidance. Other improvements will include site grading, stabilization, erosion and sediment control measures, and various miscellaneous enhancements. The project will require obtaining approvals from Maryland Department of the Environment (MDE), the base, and any other relevant parties, along with providing necessary plans, specifications, and supporting documentation. Questions are due by 5:00 PM on August 4. Offerors who determine that the technical and or contractual requirements of this RFP require clarification(s) in order to permit submittal of a responsive proposal shall submit all questions in writing. All inquiries must be made in writing and shall be submitted via email to suzanne.k.crist2.civ@us.navy.mil no later than fourteen (14) calendar days prior to the proposal due date with inquiries attached as an Excel document (no tables please) Attachment C Offerors who determine that the technical and or contractual requirements of this RFP require clarification(s) in order to permit submittal of a responsive proposal shall submit all questions in writing.
