The Federal Bureau of Prisons (BOP), Western Regional Office anticipates awarding a single indefinite delivery indefinite quantity (IDIQ), firm fixed price contract for supplemental architect/engineering (A/E) services. The contract will include a one-year base period and up to four one-year option periods. Services will be required for various BOP facilities across the Western Region, including Arizona, California, Hawaii, Oregon, and Washington. The contractor must provide comprehensive A/E services covering disciplines such as architectural, civil, structural, mechanical, and electrical engineering, along with consultant work specified in each task order. Required services include studies, master planning, environmental assessments, site investigations, utility studies, energy audits, recommissioning, project programming, design concepts, construction documents, cost estimates, bid assistance, construction administration, submittal reviews, contract modification support, site visits, and project closeout. The contractor will also develop procedures, construction documents, long-range master planning, and regulatory compliance evaluations. They may assist the government in preparing statements of work, cost estimates, and reviewing proposals and submittals for design-build contracts, acting as a consulting agent. However, the contractor will be prohibited from participating in any design/build contracts issued by the BOP Western Regional Office during the life of this contract. All architects and engineers must be licensed in Arizona, California, Hawaii, Oregon, and Washington. Firms must be located within California due to the close coordination required with the regional office. The guaranteed annual minimum contract amount is $10,000, with an estimated annual maximum of $600,000 and a maximum of $600,000 per task order. The applicable NAICS code is 541310, with a small business size standard of $12.5 million in average annual receipts over the past three fiscal years. Interested firms must be registered in SAM and include NAICS code 541310 in their registration. Location: Various BOP facilities in the Western Region, including Arizona, California, Hawaii, Oregon, and Washington. The Method of Contractor Selection has not been determined at this Time.
