This project requires 16% DBE participation, or if the contract goal is not met, documented evidence of good faith efforts. The Complexity Factor for this project is 0.035. The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on October 15, 2025, at 10:00 AM at the Region One/District One Office in Schaumburg. Engineering services are required for the preparation of a Planning and Environment Linkages (PEL) Study for the improvements of I-290 at I-355 (Veterans Memorial Tollway) and at Spring Brook. This study will be conducted in accordance with the Statewide and Metropolitan Planning Regulation 23 CFR 450 and other FHWA policy on the PEL process. This process allows early planning-level decisions that considers environmental, community, and economic goals that can be carried forward to accelerate future National Environmental Policy Act (NEPA) activities. The study may include identifying the purpose and need, logical termini, the transportation problem statement and developing various geometric alternatives, Phase I tasks may include preparing complete bridge inspections and reports, data collection, preparation of base maps and mosaics, ground survey, crash analysis, traffic studies, traffic maintenance analysis, drainage studies, cost estimates and all other work necessary to complete a Phase I report. The Consultant will be responsible for conducting/facilitating the public involvement activities that will be conducted with the general public, local, state and federal agencies in a collaborative way to obtain input early in the process following the principles of Context Sensitive Solutions. An evaluation of the existing conditions and operational performance of the interchange, corridor, identification of future mobility and safety needs and evaluation and documentation of alternatives, which will be the basis of future environmental and preliminary engineering studies as individual projects, if any, are identified with this study. The Prime firm must be prequalified in the following categories to be considered for this project: Environmental Reports (Environmental Assessment) Location Design Studies (New Construction/Major Reconstruction) Statements of Interest, including resumes of only the key people noted above, must be submitted electronically to the Central Bureau of Design and Environment through the Engineering Prequalification and Agreement System (EPAS). The method of contractor selection has not been determined at this time.
