The Vendor shall provide all labor, materials, equipment, and services necessary to complete the installation of a new restroom building with an attached porch at a Nassau County-owned parcel currently serving as a boat ramp. Work shall be performed in accordance with the plans and specifications provided by POND & Company and all applicable federal, state, and local regulations. Bid Bond 5.00% Payment Bond 115.00% Performance Bond 115.00% Online Q&A Yes Q&A Deadline 08/19/2025 4:00 PM (EDT) The Nassau County Board of County Commissioners (BOCC) is seeking bids from qualified vendors to complete the installation of a new restroom building with an attached porch at the Nassau Wilson Neck Boat Ramp, a Nassau County-owned parcel. The successful bidder shall be a licensed general contractor meeting all requirements of the Florida Department of Business & Professional Regulation. Restroom Installation with an Attached Porch - Wilson Neck Boat Ramp I. General Construction and Site Preparation a) Mobilize equipment and establish field staging areas. b) Demolish the existing pavilion slab and adjacent sidewalk. The pavilion itself will be removed by County staff prior to Contractor mobilization. c) Protect existing site features and landscaping to remain. Restore any damaged areas to their original condition or better. d) Implement erosion and sedimentation control measures per approved plans; maintain throughout the project duration. e) Establish a survey control network outside the demolition limits, performed by a licensed Florida land surveyor. II. Utility and Infrastructure Improvements a) Upgrade the existing on-site power to support the new structure in accordance with the electrical design plans. b) Permit and install a well and septic system sized per Florida Department of Health regulations to serve the new restroom building. c) Install a new Romtec restroom facility with adjoining porch (structure provided by Nassau County). III. Stormwater Management and Environmental Compliance a) Ensure compliance with Nassau County Ordinance No. 99-17, Section 10.3: b) While peak flowrate reduction requirements are exempt due to existing floodplain and groundwater conditions, the Contractor shall provide retention of surface runoff equal to a minimum of 1" from the 1,350 SF of proposed impervious area. c) Ensure site grading and stormwater features prevent ponding; match new pavement and sidewalks flush with existing where applicable. d) Comply with FEMA Floodplain requirements per Map #12089C0354G and the geotechnical report by Environmental and Geotechnical Specialists, Inc. (Dec 2024), recognizing BFE of 7.0 ft and seasonal high groundwater at 2.8 ft. IV. Landscaping and Site Restoration a) Install all landscaping components as specified in the construction drawings. b) Restore all disturbed areas not included in the project scope to original or better condition. V. Permitting and Compliance a) Obtain all required permits and approvals prior to commencing work. b) Ensure compliance with all applicable city, county, state, and federal codes and regulations. c) Coordinate all demolition work with the project schedule, logistics plan, and stormwater pollution prevention plan (SWPPP). d) Daily inspection and maintenance of erosion and sediment controls during construction and rainfall events. VI. Demolition and Disposal a) Remove all temporary fencing, silt fence, trash, litter, and other construction debris to a legally permitted landfill. b) Handle all topsoil and excavated material on site or dispose of legally off-site. VII. Contractor Responsibilities a) Verify all existing site conditions prior to construction and report any discrepancies to the design professional. b) Ensure all construction activities follow the means and methods determined by the Contractor, while maintaining full compliance with safety regulations. c) Provide and maintain all temporary supports, bracing, and shoring as required during construction.
