The main objective of this mandate is to assess the current capacity of the systems and propose targeted improvements to ensure effective wastewater and stormwater management, taking into account future developments and climate change. Objectives of the mandate: An in-depth analysis of the storm sewer system and the District 5 watershed must be carried out as a priority, with particular emphasis on Vinet, Touzin, Lagace, Brookehaven, and Stream streets. This approach follows two episodes of torrential rain that caused significant flooding in the area. At the outset of the mandate, detailed hydraulic modeling must be undertaken to better understand the behavior of the system during extreme events. This modeling will serve as the basis for the development of plans and specifications aimed at strengthening the system's resilience to the increasing frequency of heavy rainfall. This step is the main objective to be achieved before addressing other aspects of the project Following the analysis of District 5, the successful bidder must prepare plans and specifications to improve stormwater retention capacity in this area. The objective is to mitigate the overflows observed during the events of 2024 and 2025. These technical documents will allow the City to issue a call for tenders for construction from the beginning of 2026, with a view to carrying out the work during the summer of 2026.
