Wiscoy Creek- Camp Samwood Streambank Stabilization & Habitat Restoration Project This project will involve the installation of approximately 120 linear feet of rock rip-rap streambank protection and habitat restoration on Wiscoy Creek in the Town of Pike at the property of Camp Samwood (Great Falls Council, Inc., Boy Scouts of America) 7772 Camp Rd. Portageville, NY. This streambank stabilization project will include de-watering the project site, shaping and grading the channel and streambanks, armoring the streambank with heavy rock rip-rap and installing habitat structures. During construction, all appropriate erosion and sediment control practices will be implemented to minimize sediment pollution. To de-water the channel during construction, concrete jersey barriers are recommended in areas appropriate pending water depth; however, alternatives may be needed where water is too deep. Alternatives include stacked coffer blocks, turbidity curtain and/or pump systems; to be discussed with the District prior to construction. A bypass channel is not an option for this project. Gravel excavated from the toe and slope may also be used to create a berm for dewatering if necessary. Material excavated during the channel re-shaping will be utilized on-site for streambank grading or de-watered at an upland location on the property. To improve streambank stability, the banks will be re-graded to achieve a 2:1 (horizontal:vertical) slope. The banks of the channel will be cut back to achieve this slope, excess gravel will be used to slope the project where cuts are not necessary. The banks will be armored with heavy rock. Large 3 ft. by 3 ft. rip rap will be used for the toe and the first course of bank rock to create voids that will help improve trout habitat. 55.3 cubic yards of rock (96 tons) will be used to create the toe and bank keys, 88.9 cubic yards (160 tons) of medium rock will be used on the bank. Additional instream habitat will be created by installing 2-3 man made log jams for habitat structure. As shown in the designs, the log jams will be installed below the typical low flow water line with roughly 8 feet of the logs embedded in the bank above the toe rock and below the bank rock. The log jams will be anchored into the bank by cables connecting them to 6 foot logs placed at a 90 degree angle to the log jams. The project will begin with brush clearing to access the site. Once the site is prepared, the rock will be installed along with the habitat structure. Efforts will be made to reduce the amount of sediment laden water leaving the site. A de-watering channel will be constructed from concrete barriers to keep any turbid water contained to the construction area. Equipment will not enter the stream unless necessary. No work will be carried out during high water events, all excavation will be completed in one weeks time. No equipment will enter the creek unless absolutely necessary. Project must be completed by September 15 th of 2025. This Proposal is a Lump Sum Proposal with the contractor providing all the necessary equipment, labor and materials (other than materials provided by WCSWCD and NYS DEC) to complete the work as outlined at this project site. Bid price shall include mobilization and required insurance costs. Material supplied by WCSWCD and NYS DEC will include logs, cables, clamps and rock.
