The USDA, Agricultural Research Service (USDA-ARS) requires an improved ford (low water crossing) at 35_10'37"N 102_05'32"W to enable all-weather access to federal property and goods and to prevent erosion of the existing unimproved ford. The Conservation and Production Research Laboratory (CPRL) conducts field crop research. The purpose of the request is to replace an existing unimproved ford with a reinforced concrete improved ford at an entrance to the property from County Road 34 (see Figure 1). This procurement action is to replace the unimproved ford, which is badly eroding to the point of stopping traffic from entering and exiting the property, with a reinforced concrete ford. Due to the size of the laboratory grounds (1,500 acres), a viable all-weather entrance from County Road 34 is essential to allow entrance and egress, which can become a safety issue if a wildfire occurs. To protect assets at the Conservation and Production Research Laboratory (CPRL), 2300 Experiment Station Road, Bushland, Texas 79012, it is necessary to purchase this improved concrete ford. This is a soliciation to provide all labor, materials, equipment, supplies, supervision, and transportation needed for a concrete water crossing for USDA ARS in Bushland, TX. All work shall be done IAW the Statement of Work (SOW) and other attachments set forth in this solicitation. IAW FAR 36.204 the estimated magnitude for this project is between less than $25,000. Completion shall be 45 days after award. Dept. of Labor General Decision #TX20250002 dated 01/03/2025 is applicable to this requirement. The requirement is excavation of soil, placement of steel reinforcing bars, and placement of concrete according to Figure 1 and product specifications. Product Specifications: 1. Improved reinforced concrete ford width of 20 feet. 2. Improved ford length in direction of travel of 60 feet. 3. Reinforced concrete to be six inches thick with _-inch rebar on 1-foot centers throughout and compressive strength of 4,000 psi. 4. Improved ford flat bottom of 20 feet length and level in direction of travel, with 20 foot transitions sloping upward to roadway on either side in direction of travel. 5. Water spreading drop structure with dimensions of 20 feet by 8 feet in plan view (Fig. 1) and sloping drop of 1 foot at 1:2 slope on downstream side of ford bottom to a flat apron to reduce erosive energy of water flows per Figure 2, also made with reinforced concrete per item 3. 6. Placement such that transition to existing roadway and surrounding terrain is smooth. All questions pertaining to this solicitation, including questions that arise during the site visit, must be submitted to Michael.Sherlock@usda.gov 2:00 p.m. CST August 14, 2025. additional site visit note: All visitors must not have had any avian contact for the preceding seven days prior to the visit. All visitors must be prepared to wear a mask at all times indoors, or outdoors when within 6 feet of any other person if local, state or federal mandates are implemented. All individuals interested in attending the site visit should pre-register by emailing Steve.evett@usda.gov, Lloyd.Banghart@usda.gov and Michael.sherlock@usda.gov no later than 10:00 a.m. CST Tuesday, August 12, 2025 with a list of names of attendees. This is necessary to ensure that the site is prepared for the number of visitors expected.
