Consequently, all bidders must ensure, before submitting a bid, that they obtain all documents related to this call for tenders via the SEAO. Visits are strongly recommended by appointment. Only bids submitted on documents prepared by the Engineering Department will be accepted. Bids must be submitted in an envelope bearing the identification provided in the appendix to the call for tenders document. The City does not undertake to accept the lowest or any of the bids received. It further reserves the right to reject all bids received, if it deems it appropriate, without being held liable or being the subject of any proceedings or claim for costs or losses incurred by the bidders. The City also reserves the right to award the contract subject to the availability of the required funds, either through the approval and coming into force of a borrowing by-law providing for the execution of the work or otherwise.
