The Town of East Hartford is seeking qualifications and proposals from qualified engineering firms for final engineering design and utility relocation services associated with the Bissell Street Pedestrian Walkway Project and related roadway improvements. This project is located in downtown East Hartford, centered on Bissell Street--a one-way roadway that connects Main Street to a residential neighborhood to the east. The goal is to transform a portion of Bissell Street into a pedestrian-only corridor while reconfiguring nearby roadways to accommodate traffic and improve circulation. Conceptual engineering designs and roadway surveys have been completed for Phase I and II and are provided in Appendix I. The project has been broken into multiple phases for clarity: Phase I - Bissell Street Closure and Pedestrian Walkway Installation Phase I involves permanently closing Bissell Street to vehicular traffic between Main Street and Ladd Street and converting it into a pedestrian walkway. This phase emphasizes improving pedestrian connectivity between Main Street, the Town Green, and Alumni Park, and sets the foundation for broader downtown improvements. All questions and Requests for Information regarding this proposal must be submitted to Michelle Enman, Purchasing Agent, at menman@easthartfordct.gov by the end of business on Thursday, August 28, 2025. Requests for information will be answered via an addendum to the bid, to be issued by Wednesday, September 3, 2025 Phase II will address the vehicular circulation changes needed because of the Bissell Street closure. Phase II estimated budget is $2,000,000. The Town of East Hartford reserves the right to reject any or all bids or any part of all bids and to waive any informality when such action is in the best interest of the Town. The Town also reserves the right to extend by mutual consent an awarded bid when such action is in its best interest. The method of Contractor Selection has not been Determined at this time.
