Site work and paving for a mixed-use development in Cedarville, Illinois. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.

HMA surface course, Concrete Pavement, and Concrete sidewalk Est. Completion Date: Nov. 22, 2025 GENERAL This project is to repair damage to alley surface, construct concrete entrance, construct concrete sidewalk, and apply hot-mix surface to an alley in Cedarville, located in Stephenson County, Illinois. All bidders shall be pre-qualified and in good standing with the Illinois Department of Transportation prior to the bid opening in order to submit a bid proposal. Any bidders found not in compliance on the day of the bid opening with IDOT shall be disqualified from the bidding process. Prior to Pay Estimates being approved and paid by the Village, the contractor and all its sub-contractors shall submit certified payrolls to the Village for verification for the hours and personnel that worked on the project. Costs of any necessary saw cutting as directed by the Engineer shall also be incidental to the pay item for which saw cuts are necessary. No additional compensation will be given and they should be considered incidental to their respected pay items. Prevailing Wage: All labor shall be paid for at the current Prevailing Wage Rates established in Stephenson County, IL. Resident Notification: The Contractor shall notify the residents and business owners adjacent to the roadway, which will be resurfaced, that work will soon begin by distributing notices approved by the Engineer. The notices shall be distributed no more than three (3) days nor less than twelve (12) hours prior to the beginning of the work on the roadway. This work shall be considered INCIDENTAL to the Contract and no additional compensation shall be provided. Completion Date: This work shall be completed on or before November 22, 2025. Failure to complete the Contract Work on or before November 22, 2025 wil result in fines being assessed in accordance with Article 108.09 of the Standard Specifications on Calendar Day basis. Warranty of the Work: Final inspection of the work performed under this Contract shall be performed by the Engineer, Owner, and Contractor prior to final acceptance. Defects sha l be corrected by the Contractor at his own expense prior to issuance of the final payment. All work performed under this Contract shall be guaranteed with regard to workmanship and materials for a period of not less than one (1) year from the date of final acceptance. Defects which arise during the guarantee period shall be repaired or replaced by the Contractor at his own expense within thirty (30) days of receiving notification of the defect. Quality Control/Quality Assurance: Quality Control/Quality Assurance sha l be in accordance with the "Standard Specifications for Road and Bridge Construction", "Supplemental Specifications and Recurring Special Provisions", and "Project Procedures Guide", current editions, as published by the I linois Department of Transportation. The contractor shall be responsible for quality control of the concrete and hot-mix asphalt mixtures at the production plants and for the required quality control at the project site. The contractor shall also be responsible for the subcontracting of a qualified, independent testing firm to perform the inspections and tests required to assure conformance to the contract requirements and to provide the quality assurance for the contract. The engineer may perform QA tests at his discretion in the field to assure conformance with the plans and specifications; however, this testing does not relieve the contractor from the QA duties and outlined. AGGREGATE SUBGRADE IMPROVEMENT This work shall conform to the applicable requirements of Section 303 in the Standard Specifications. Description: This work shall consist of constructing an aggregate subgrade improvement. Construction: Aggregate subgrade improvement shall be placed in areas where unsuitable subgrade for pavement has been removed. The areas on this project are under new sidewalk, damage by others, and new PCC driveway pavement. Thickness of the aggregate subgrade improvement shall be 12 inches in the area of damage by others, and 6 inches under the PCC driveway pavement and sidewalk. Method of Measurement. Aggregate subgrade improvement will be measured for payment in place by the ton. HOT-MIX ASPHALT SURFACE COURSE, IL-9.5, MIX "C" N50 This work shall conform to the applicable requirements of article 406 of the Standard Specifications. Construction: The first lift of HMA shall be applied by letting the paver screed drag on the high center of the alley a lowing hot-mix to fill the wheel ruts of the alley. Following the compaction of the first lift of HMA, 1.5 inches of HMA shall be applied by the processes outlined in article 406. TOPSOIL FURNISH AND PLACE This work shall conform to the applicable requirements of Article 211, and 250 of the Standard Specifications for Road and Bridge Construction. Class 1 - Lawn Mixture shall be applied to finished topsoil surface. Seeding can be sown by hand held broadcaster or other. All seeding will be included in the contract unit price for TOPSOIL FURNISH AND PLACE TRAFFIC CONTROL Traffic Control shall be in accordance with the applicable sections of the Standard Specifications, the applicable guidelines in the Manual on Uniform Traffic Control Devices for Streets and Highways (including the Illinois Supplement), and any Special Provisions and Highway Standard contained within this Proposal. Special attention is ca led to Sections 107.09 and 107.14 of the Standard Specifications and Highway Standards 701011-04, 701301-04, 701501-06, 701801-06 and 701901-08 which are included in the back of thisProposal. All TRAFFIC CONTROL required shall be INCIDENTAL to the Contract and will not be paid for separately. No additional compensation shall be provided.
