Renovation of a multi-residential development in East Fayetteville, North Carolina. Completed plans call for the renovation of a 32-unit multi-residential development.

Project rebid from 09/10/2025.Provide all labor, materials and equipment required to provide renovation at Two (2) apartments for accessibility. Provide all labor, materials and equipment required to provide renovation at the laundry building. Provide all labor, materials and equipment required to provide bathroom renovations. Provide all labor, materials and equipment required to provide kitchen renovations. Provide all labor, materials and equipment required to provide VCT floor and shoe moulding replacement. Provide all labor, materials and equipment required to provide window and incidental, exterior wall framing and sheathing replacement. Provide all labor, materials and equipment required to remove existing bi-fold doors and provide new swing doors. Provide all labor, materials and equipment required to provide new dehumidifiers and associated work. Provide all labor, materials and equipment required to paint throughout each apartment. Provide all labor, materials and equipment required to provide vinyl siding and trim replacement and associated work. Provide all labor, materials and equipment required to provide exterior pressure washing of buildings. Provide all labor, materials and equipment required to provide preparation and painting of existing exterior steel window and door lintels. Provide all other work as shown on the plans, in the project manual and as required by codes and the authority having jurisdiction (AHJ). Questions that arise from the Site Visits are to be directed to the Architect at bids@stognerarchitecture.com. Contractor will be expected to start work promptly following notification of award and contract execution. THE PROJECT MUST BE COMPLETED AND CLOSED OUT NO LATER THAN OCTOBER 31, 2026. The Buildings in this contract have been tested in accordance with North Carolina's LHMP-RRP rules; Disturbance of Lead Based Paint is anticipated. Contractor to comply with all local, state and federal regulations when dealing with materials containing lead based paint or the potential of containing lead based paint. The Owner encourages participation by Minority Business(es) in the award of Building Construction Contracts. The Owner has a 20% goal for participation. The Prime Contractor must document in writing what action was taken to accomplish this goal. Davis Bacon Wage Determination rates will be applicable and enforced. Contractors shall review the wage decision included in the Project Manual. A Performance Bond and a Payment Bond will be required for one hundred percent (100%) of the contract price. Each proposal shall be accompanied by a cash deposit or a certified check drawn on some bank or trust company insured by the Federal Deposit Insurance Corporation, of an amount equal to not less than five percent (5%) of the proposal or in lieu thereof a bidder may offer a bid bond of five percent (5%) of the bid executed by a surety company licensed under the laws of North Carolina and per Section 9 of Form 5369 and individual sureties must be listed on US Treasury Circular Number 570 to execute the contract in accordance with the bid bond and per HUD-5369 Sections 9 and 10. Five Percent shall be based on the maximum bid price, ie: Base Bid plus Unit Prices plus Contingency Allowance plus All Add Alternates. Said deposit shall be retained by the Owner as liquidated damages in event of failure of the successful bidder to execute the contract within ten (10) days after the award or to give satisfactory surety as required by law. (Bid Bond not required if bid is less than $100,000.00.) The Owner reserves the right to reject any or all bids and to waive informalities. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.The value range for this project is $1.5M - $2.5M* Provide labor, materials and equipment necessary to complete the work, and without limiting the generality there of include: Removal from site and legal disposal of all removed materials, debris, packaging, banding and all other surplus materials and equipment. Provide new factory glazed vinyl windows, types as specified herein, together with necessary mullions, panning, trim, expanders, operating hardware, installation hardware and all other accessories as required. Treated wood blocking, fillers and nailers as required for secure installation. Insulation between window frames and adjacent construction. Sealing of all joints within each window assembly. Sealing of entire exterior perimeter of window units after installation. This asbestos abatement Project shall consist of the removal, disposal, and installation of engineering controls with regard to identified Asbestos-Containing Materials (ACM) to be impacted by building interior and exterior improvements renovation activities associated with the existing residential buildings and the laundry building within the Hillside Manor development located at 1920 Rosehill Road in Fayetteville, North Carolina. The Hillside Manor development is managed by the Fayetteville Metropolitan Housing Authority (FMHA) and consists of eight (8) one- and two- story residential apartment buildings which include thirtytwo (32) dwelling units, and a one-story laundry building. This document incorporates asbestos-related data contained within the Limited Hazardous Materials Screening Report designed for the structures within the Hillside Manor development which was prepared by F&R, dated December 30, 2015 and Revised April 18, 2016. Sampling activities were performed for specific suspect asbestos-containing materials anticipated for disturbance as part of the current interior and exterior improvements project. The F&R sampling activities as performed does not constitute a comprehensive building survey and shall not be utilized for the determination of presence or absence of Hazardous Materials outside of the renovation area should the scope of work be altered or expanded beyond that ofthe presumed scope ofwork at the time ofthe sampling activities as described.
