Liro Engineers, Inc. (LiRo-Hill) on behalf of the Dormitory Authority State of New York (DASNY), is seeking qualification information from firms that would like to participate in a future Bid Solicitation, as the Prime Contractor, for the construction of a project that involves Building Steam Generator Replacement and Asbestos Abatement. All interested contractors shall submit a Statement of Qualification and NYS Vendor Responsibility Questionnaire ("VRQ"). Information submitted will be evaluated in order to develop a list of pre-Qualified Bidders for the subject Energy Project that LliRo-Hill intends to solicit construction bids for in the third quarter of 2025. A short list of three (3) to five (5) firms will be developed. This short list of Pre-Qualified Bidders will receive the Bid Solicitation. For this project, the successful low bidder, as a condition of being awarded the construction contract, must submit and have approved a project specific Utilization Plan for MBE, WBE and SDVOB Subcontractors in accordance with the goals that will be included in the Bid Documents. The list of Pre-Qualified Bidders will be selected by LiRo-Hill and will be approved by DASNY. The minimum experience level required is as follows: Experience serving as a Prime Contractor on DASNY construction projects; Experience serving as a Prime Contractor for a minimum of five (5) Mechanical Equipment replacement/upgrade projects that include, Electrical, HVAC Piping, Integrated Controls with two (2) such projects being specific to Boiler Replacement Experience serving as Prime Contractor for at least (3) project in excess of $1.5 million; Experience in working in and around operating facilities; and Ability to obtain Payment and Performance Bonds The anticipated scope of work for the project includes the following: The replacement and upgrade of an existing low pressure steam boiler and the associated vacuum condensate pump. The existing boiler utilizes campus high temperature hot water to produce low pressure steam for the building. Integrating the controls systems for the new equipment into the campus wide controls system. Providing new concrete equipment pad for the boiler. Providing HTHW and steam piping modifications for reconnection to new equipment. Providing new valves and trims for equipment connections and control. Modifications to electrical circuits to support new equipment installations. Provide provisions for a temporary boiler during construction Provide asbestos abatement in the areas of work. In addition to the above, the project includes ancillary trade work, including, HVAC piping, electrical, integrated controls, etc. The estimated construction cost range is $1 to $1.5 Million. The information in this TAB shall include a list of projects (minimum five (5) projects and maximum ten (10) projects) that clearly demonstrate relevant experience with Mechanical Equipment replacement/upgrade projects that include Electrical, HVAC Piping, Integrated Controls with two (2) such projects being specific to Boiler Replacement, for which the firm has been the Prime Contractor. At least three (3) projects shall be in excess of $1.5 Million. Experience in operating facilities, educational facilities preferred. For each of the projects, provide the following information: 1) Project name; 2) Project location; 3) All project trades (under the prime contract); 4) Firm's project role; 5) Trade(s) self-performed; 6) Dollar value of Prime Contract; 7) Dollar value of all change orders; 8) Year construction completed; and 9) Owner Reference with contact information. Service-Disabled Veteran-Owned Set Aside: No Minority Owned Sub-Contracting Goal: 18% Women Owned Sub-Contracting Goal: 12% Service-Disabled Veteran-Owned Business Contracting Goal: 6% Contract term: Twelve (12) months *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
