Bid submission info : If bids are mailed or delivered prior to bid opening, the bid shall be addressed exactly as follows: Borough Clerk Borough of Ramsey Municipal Building 33 N. Central Avenue Ramsey, NJ 07446 Attn: Bid Proposal Lead Service Line Replacement- Phase 3, Contract 25- 1 In general, Work consists of the test pitting and replacement of existing lead water service lines in the Borough of Ramsey; including the abandonment of the existing service line; the excavation of test pits, permitting, general restoration, and other related incidental work as shown on the Contract Drawings and described in the Contract Specifications. The Work involves approximately 67 properties located on various municipal and Bergen County roadways within the Borough of Ramsey. Document info : on and after Monday, August 11, 2025, between the hours of 9:00 a.m. and 5:00 p.m., Monday through Friday, excluding legal holidays, upon a non-refundable payment of $75.00. Should a prospective Bidder request the documents be forwarded through a private courier, the documents will be shipped using the Bidder's own account number. Each Proposal will be made upon the prescribed forms furnished with the Specifications, and will be accompanied by a Bidder's Certified or Cashier's Check drawn on a solvent bank, in the sum of ten percent (10%) of the amount bid, but in no case in excess of Twenty Thousand Dollars ($20,000.00), or in lieu of a Certified or Cashier's Check, a Bid Bond in the same amount prepared on the form of Bid Bond attached hereto, duly executed by the Bidder as principal and having as surety thereon a Surety Company approved by the Board of Public Works, Borough of Ramsey. Such checks or Bid Bonds will be made payable to the Board of Public Works, Borough of Ramsey, and will be by it held as a guaranty that in the event the bid is accepted and a Contract awarded to the Bidder, the Contract will be duly executed, and its performance properly secured, and in default thereof, said check or Bid Bond and the amount represented thereby will be retained by the aforesaid Board of Public Works, Borough of Ramsey as liquidated damages. Proposals will be accompanied, in the case of corporations not chartered in New Jersey, by proper certificate that such corporation is authorized to do business in the State of New Jersey. Each Proposal will be enclosed in a sealed envelope bearing the name and address of the Bidder, will be addressed to the Board of Public Works, Borough of Ramsey, New Jersey and will be endorsed "Lead Service Line Replacement- Phase 3, Contract 25-1". The Bidder to whom the Contract is awarded will be required to furnish a Performance Bond and a Payment Bond acceptable to the Board of Public Works, Borough of Ramsey, each in the amount of one hundred percent (100%) of the contract, in conformity with the requirements of the Contract Documents. Pursuant to NJAC 10:5-33, "Bidders are required to comply with the requirements of P.L. 1975, c. 127", State of New Jersey Affirmative Action Program. All Bidders must submit to the Borough a Business Registration Certificate issued by the New Jersey Division of Revenue, PL 2004 c.57 (NJSA 52:32-44) and NJSA 40A:11-23.2, with their Bid. Simultaneously with the submission of bids, the corporation or partnership so bidding will furnish a statement setting forth the names and addresses of all stockholders in the corporation or partnership who own ten percent (10%) or greater therein pursuant to Chapter 33, P.L. 1977. Bids will be REJECTED if they do not contain this disclosure statement. Bidders are notified that they must pay workmen the prevailing wage rate as determined by the New Jersey Department of Labor and Industry for the project, pursuant to the "New Jersey Prevailing Wage Act" - Chapter 150 of the Laws of 1963. The right is hereby reserved to reject any and all bids or any part thereof or to waive any minor informalities or irregularities and to accept any bid or bids if deemed in the best interest of the Board of Public Works, Borough of Ramsey to do so. Question Deadline 08/29/2025 No oral interpretation of the meaning of the Plans, Specifications, or other Contract Documents will be requested by any bidder. Every request for an interpretation will be in writing, addressed to H2M Architects + Engineers Inc., 119 Cherry Hill Road, Ste. 110, Parsippany, NewJersey 07405, and to be given consideration must be received at least ten (10) days prior to the date fixed for the opening of bids.
