The City desires to bring a CMGC on board in the pre-construction phase of the Dallas Police Station project to assist with identifying value engineering opportunities and help mitigate risks with long lead material procurement. The final design and construction of the Dallas Police Station will occur after funding is secured for the project. The City reserves the right to expand the scope of the contract for preconstruction to include final design or to proceed with a design-bid-build, CMGC, or other approach to complete the project. A separate procurement process will be used for those future phases of the Police Station project, if the City does not expand the scope of the services of this RFP. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. This Scope of Work (SOW) is intended to be a general outline of the work and not an all-inclusive description of the professional and technical services that may be required to undertake and complete the project. The CMGC may expand upon these tasks as needed to prepare a complete proposal based on their experience. In addition, if there are tasks which the CMGC believes should be part of the SOW, these tasks shall be included in their proposed SOW. City intends for the work associated with this proposal to be completed no later than November 30, 2025. A. CMGC Kickoff 1. Develop an estimate of probable construction costs based on conceptual design documents, provided by Mackenzie, once CMGC contract is awarded. Estimate to include variance comparison of Mackenzie's cost estimate. 2. Develop a list of any long lead items that would impact project schedule or price. Review list with City and Mackenzie to develop strategies for implementation in the project schedule. 3. Provide input to the City and the design team regarding current construction market bidding climate, status of key subcontractor markets, and other local economic conditions. B. Value Engineering and Redesign 1. Participate in design meetings with City and Mackenzie, anticipated to be approximately every other week during the preconstruction phase, to provide input on decisions that affect budget, and/or schedule. 2. Consult with, advise, assist, and provide recommendations to the City and Mackenzie on constructability and cost aspects of the project in achieving quality construction within the budget and on schedule. 3. Review all design, specification and plan documents as they have been and are developed to make value engineering and constructability recommendations. The documents shall also be reviewed for completeness, proper details, compliance with program requirements and adherence to codes and applicable agency requirements. Reporting any deficiencies, conflicts, and/or clarification questions identified to the City and Mackenzie. 4. Work with the City and Mackenzie to evaluate costs for various design solutions and maintain a running cost impact log. 5. Following the value engineering process, prepare a detailed construction cost estimate for the project. 6. Identify critical elements of the project that may require special procurement processes, such as prequalification of offerors or alternative contracting methods.
