Site work for a water / sewer project in Miller City, Ohio. Completed plans call for site work for a water / sewer project.

The scope of work is as follows: Installing approximately 11,800 l.f. of 8 sanitary sewer, 39,000 l.f. of 6 force main, a pump station and necessary appurtenances. Construction of new submersible pump station and controls. Installation of various sizes of gravity sewer to connect existing and future development to the new pump station. Installation of 6" force main to connect the new pump station to the existing wastewater treatment plant. The existing sanitary collection system will remain in operation during construction. Work will need to be scheduled to prevent any interruptions in sanitary sewer service. As stated under the Continuous Treatment Provisions in the Instructions to Bidders, the contractor is responsible for the bypass pumping required to complete the project. Engineer s Estimate: $6,115,000.00. Prospective Bidders will be registered with the designated website as a plan holder after obtaining them through the specified plan room. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through this designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, that are obtained from other sources other than the designated website listed above. Failure to submit a complete set of documents could result in a bid that is determined to be nonresponsive and rejected by the Owner. The bid guaranty may be of two forms: 1. A Bid Guaranty and Contract Bond using the form in the Contract Documents. (The amount of the bid does NOT have to appear on this form.) 2. A certified check, cashier s check, or letter of credit in favor of the Village of Miller City, Ohio in the amount of 10% of the bid. If the contract is awarded, a Contract Bond will be required, which is a 100% payment and performance bond. 3. If you are an out-of-state corporation wishing to submit a bid for this project, you must submit an Ohio Certificate of Good Standing and the name and address of your Ohio Statutory Agent with your bid documents. This project is being funded in part by the Ohio EPA. Attention to bidders is directed to all the requirements in this bid packet, particularly to the equal employment opportunity requirements, various insurance requirements, utilization of Small Businesses in Rural Areas (SBRAs), State of Ohio requirements for subcontracting with MBE companies, and the requirement for a performance bond for 100% of the contract price, and the Buy American requirements for all iron and steel products supplied as part of the project apply. The term "iron and steel products" means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and construction materials. After the award of the contract let by competitive bid and prior to the time the contract is entered into, bidders shall submit the affidavit required under the Ohio Revised Code, Section 5719.042 that the bidder was not charged with any delinquent personal property taxes in the Village of Miller City, Putnam County , Ohio. The successful bidder will be required to conform to all provisions of the Federal Davis Bacon and Related Acts (The Act) which requires that all laborers and mechanics employed by contractors and subcontractors performing on federal contracts (and contractors and subcontractors performing on federally assisted contracts under the related ACTS) in excess of $2,000 pay their laborers and mechanics not less than the prevailing wage rates and fringe benefits, as determined by the Secretary of Labor for corresponding classes of laborers and mechanics employed on similar projects in the area. The Village of Miller City, Ohio reserves the right to reject any and all bids and to waive any irregularity in any bid and to determine the lowest and best bidder. No bidder may withdraw his bid for a period of 90 days after the scheduled closing time for the receipt of bids. The current negotiated goal for construction related activities is 5.4% (the total goal is based on 3.1% of MBEs and 2.3% of WBEs participation). On request, in advance, Owner will provide each Bidder access to the site to conduct such explorations and tests as each Bidder deems necessary for submission of a Bid. Bidder shall fill all holes, clean up and restore the site to its former condition upon completion of such explorations. Question Deadline 08/29/2025 All questions about the meaning or intent of the Contract Documents are to be directed to Engineer. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda, mailed, or delivered to all parties recorded by Engineer as having received the Bidding Documents. Questions received less than ten days prior to the date for opening Bids may not be answered. Only questions answered by formal written Addenda will be biding.
