Cedar Park is seeking proposals to supplement internal resources from a qualified entity with proven experience to locate and mark underground utilities owned, maintained and operated by the City. Cedar Park anticipates a high volume of locate tickets as utility companies install underground fiber-optic cable throughout the City. As individual projects are permitted, the utility companies expect to have anywhere from 5-10 underground construction crews working concurrently. The installation methods include directional drilling and open cut micro-trenching underneath and across paved streets, sidewalks, ditches, and other public right-of-way areas. Field Locating and Marking: o Perform standard locates using electromagnetic induction equipment for Cedar Park water and sewer mains, laterals, and service connections. o Conduct advanced locates using Ground Penetrating Radar (GPR), potholing, or hand-digging when induction methods are insufficient. o Accurately mark utilities using APWA/Texas 811 color-coded paint and flags and capture high-resolution photos prior to excavation. o Complete non-emergency locates within three business days and submit positive response codes to TX811 as required. o Respond to emergency locate requests within two hours of notification, regardless of time of day. Ticketing and Reporting: o Access and respond to locate requests via the City's electronic ticket management system (Koreterra). o Submit weekly ticket volume reports by locator and maintain complete records, including timestamps, photos, GPS coordinates, and response codes for each work order. o Reference GIS data, as-builts, and utility records for accurate locating; report any discrepancies. o Provide written damage investigation reports with supporting photos and field narratives for all utility strikes. o Provide GPS data that can be imported into the City's GIS system for located facilities, including service lines. Training and Equipment: o Deploy experienced, qualified staff with applicable licenses and certifications in underground utility locating. o Ensure all field personnel wear identifiable uniforms and required PPE at all times. o Attend initial and periodic training or field coordination meetings as requested by the City. o Provide all necessary equipment, including induction locators, GPR, GPS-enabled devices, mobile data access, and clearly marked vehicles. o Adhere to OSHA safety standards and maintain all required insurances and certifications. Compliance and Quality Assurance: o Perform all work in accordance with the Texas Utilities Code, Chapter 251 (Texas One-Call Law). o Apply APWA color code standards consistently for all markings. o Coordinate with City staff on unlocatable or incomplete locates and submit required documentation.
