Replacement of the DPW Vehicle Repair Garage Boiler - Replacement of the Department of Public Works (DPW) Vehicle Repair Garage Boiler Project Address :- 1 Franey Rd, Somerville, MA Estimated Construction Cost $200,000.000 Est. Contract Commencement Date - 9/15/2025 Date of Substantial Completion - 10/31/2025 Date of Final Completion - 11/30/2025 The Chief Procurement Officer reserves the right to reject any or all proposals if, in her sole judgment, the best interest of the City of Somerville would be served by so doing. Massachusetts Prevailing Wages apply. The City of Somerville's (City) DPW is seeking bids for the demolition and removal of the existing Burnham V911A boiler system and installation of a new Burnham V911A boiler. The new boiler system must be installed and fully functional by October 30, 2025. To facilitate this timeline, the new boiler and power burner will be supplied by the City of Somerville. Scope of Work: 1. All site activities are to be coordinated with the DPW Commissioner or Designee. 2. The City will purchase and provide one (1) complete Burnham V911A boiler (including LWCO, Boiler feed tank pump control, and pressuretrols) and one (1) Power Flame power burner. The City will store the replacement boiler and all related equipment near, but not inside, the DPW Vehicle Repair Garage boiler room located at 1 Franey Road, Somerville MA. 3. The City will conduct asbestos testing via a contracted environmental services firm on Monday, August 4, 2025. The ACM test results will be issued as an addendum. 4. Contractor will: a. Obtain all required building permits from the City's Inspectional Services Department prior to the beginning of the project, including hot-work permit and fire-watch detail if hot work is necessary. Provide permit copies to the DPW Commissioner or Designee, prior to the start of the project. - The City will waive all building permit fees. However, the city does not waive fees for hot work permits and fire watch details. b. Disconnect and make safe all utilities including city water, natural gas, electrical, and BMS controls systems. c. Demolish, remove, and properly dispose of the existing boiler flue and flue trunk off site. d. Disconnect the steam header and return piping only so far as needed for physical demolition of the old boiler and reinstallation of the new boiler. Temporarily support remaining steam header and return piping sections as needed. e. Carefully remove all boiler controls, safeties, limits, etc., and leave on site for the City. f. Demolish existing Burnham V911A boiler, power burner, and gas train and remove for proper disposal off site. g. Provide all materials/supplies (including but not limited to pipe, valves, gaskets, caulking, sealants, etc.) that are needed to install the new boiler system. 5. Replace 4 existing electrically actuated steam zone valves. Building plans show pipe sizes of: a. One (1) 5" pipe b. Two (2) 4" pipes c. One (1) 2.5" pipe 6. The existing fresh air opening is 11" x 38". The Contractor will ensure that this dimension provides the required combustion air for the Burnham Model V911A boiler with Power Flame Model C2-G-20B power burner. If opening is too small, Contractor to include modification or replacement to required opening size. 7. Install the new boiler and power burner. Reconnect all utilities, supply and return piping, etc. If modifications to the existing steam header are required, the Contractor will specify that in their bid. a. Per the Somerville Inspectional Services Department, MegaPress fittings are acceptable as long as they are properly rated for the specific application (i.e. steam for steam supply/return lines, gas for natural gas, etc.). b. The Contractor will verify that the steam header and associated piping are properly supported according to building code, manufacturer recommendation, and best practice. If existing supports are not adequate, contractor to supply and install the proper number and type of supports. 8. Install new gas train components. Contractor to supply and install unions on each end of the gas train to facilitate future gas train repairs. 9. The existing masonry chimney is in poor condition and will not be reused for the new boiler installation. Contractor's bid pricing will include the installation of a new boiler flue that extends directly through the boiler room's roof deck, including properly supporting the flue from overhead I-beams and/or floor. The boiler will not bear the full weight of the flue. a. Contractor to indicate location and size of deck penetration, and size/height of curb. Somerville will supply the roofing contractor to create deck penetration and new curb to boiler contractor's specs. 10. Insulate steam header and all exposed steam supply piping inside the boiler room. 11. Fill, fire, and skim boiler. Treat boiler water until surging stops. 12. Perform startup of new boiler and burner. Test all safeties, limits, and control operations. 13. Be present onsite for initial inspection by the Massachusetts boiler inspector. 14. Contractor to inspect all boiler components for damage prior to rigging components into boiler room. Damaged items must be reported to the DPW Commissioner or Designee. Damage reported after rigging will be considered to have been caused by the Contractor and the Contractor will replace damaged items at Contractor's expense. 15. Contractor to warrant labor and contractor-supplied parts/materials for a period of one (1) year. 16. Contractor will properly dispose of all demolition and installation materials and refuse offsite. 17. The existing duplex boiler feed tank is 6 months old and will be reused for this project. 18. All work to be performed during normal working hours: Monday-Friday, 7:00am-3:30pm. 19. Contractor understands and agrees that the details above are not an all-encompassing list of required items for this project, and that Contractor is responsible for identifying all tasks, materials and supplies, and include them in their bid. 20. Contractor to field verify existing conditions and all information provided in this scope.
