Contracting Officer, Phaedra Fuller at Phaedra_fuller@nps.gov; Facility Manager, Joshual Haggett at Joshua_Haggett@nps.gov The National Park Service desires to regrade 5 miles of gravel and native soil roads, clean culverts and fix any drainage issues on the Monument and Preserve's 960 and Buck Peak roads. All work will be located outside the city limits of Cave Junction. The traffic surface will be regraded the Buck Peak Road along its entire length of the 137,280 square feet (SF) road, this project will also clean out and maintain 12 culverts, totaling 348 LF. The traffic surface will be regraded, 3-mile-long Fire Escape Road and clean out and maintain eight culverts, totaling 917 linear feet (LF). Equipment will be needed for dust control and compaction of aggregate. Access to the 960 and Buck Peak roads will need to remain accessible during this process. The park does not have onsite storage space available for materials. All work will be performed under a single contract. LOCATION: Directions to Oregon Caves Monument & Preserve from Grants Pass Oregon. Proceed on Hwy 99 till Redwood Hwy/OR-238, turn slight right. Take the 1st right onto Redwood Hwy/US-199 S for 28.34 miles. Turn left on Caves Hwy/OR 46, proceed approximately 16 miles to Cave Creek Campground and approx. 19 miles to 960 evacuation road. Directions to Oregon Caves National Monument & Preserve from Crescent City Ca. Proceed to US-199, EXIT 794, toward I-5/Grants Pass .52 miles. Turn slight left onto US-199 N (Crossing into Oregon) proceed 48.29 miles. Turn right onto Caves Hwy/OR-46, proceed approximately 16 miles to Cave Creek Campground and approx. 19 miles to 960 evacuation road. EXISTING CONDITIONS: Currently the Park has one gate to be replaced. There is power near the job location with water, power and sewer underground at the work location, the Contractor is responsible for contacting Oregon 811 before any excavation can occur, along with an NPS provided Arch monitor. UTILITIES: The contractor may use existing electricity and water at no charge where available. The contractor may use the existing restrooms, if he/she maintains it in a sanitary condition acceptable to the Facility Manager. There is no fuel available at the project site. This is a Total Small Business Set-Aside under NAICS Code 237310 (Highway, Street, and Bridge Construction) with a size standard of $45 million in annual gross receipts. The estimated magnitude of construction is less than $25,000. A single firm-fixed-price contract will be awarded based on Best Value, considering both price and non-price factors per FAR Subparts 13, 15, and 36. Refer to Sections L and M in Attachment 2 for instructions and evaluation criteria. Prospective quoters must monitor SAM.gov for amendments. Only offers from small business concerns with active SAM.gov registration by the offer due date will be considered.
