The five-year Capital Improvement Program (CIP) represents the city’s strategic roadmap for upgrading aging infrastructure. Projects range from roads and sewers to parks and public buildings. The city has already appropriated $222 million through Fiscal Year 2025. The appropriation in Fiscal Year 2026 is $69 million. Public Works Department officials will present the budget process to the commission at the Jackie Robinson Community Center meeting at 1020 North Fair Oaks Avenue in Pasadena. The session begins at 6 p.m. The CIP serves as a planning document adopted one year at a time. It outlines long-term investment needs to expand, enhance and preserve city infrastructure. Projects are organized into 14 categories. These include municipal buildings, streets and streetscapes, transportation, parking, sewer systems and parks. The Northwest Commission plays a key role in reviewing all Northwest Pasadena projects. Members can submit project ideas during the annual “Call for Projects” period from Oct. 1–30. New projects must meet specific criteria to qualify. The minimum estimated cost is $75,000. Projects must address safety issues, maintenance needs or community demand. Public Works staff evaluate proposals based on funding availability, cost-benefit analysis and community support. They also consider infrastructure age, potential risk and equity factors. The Capital Improvement Program catalog covers infrastructure from street lighting and underground utilities to the Rose Bowl and Pasadena Center. Water system, electric system and technology projects are also included. This collaborative process allows commissioners and city employees formal input on new project ideas. Projects are scheduled based on priority and available funding. The commission’s CIP subcommittee will thoroughly review the city manager’s recommended budget. The full commission then makes recommendations to present during City Council budget hearings. Tuesday’s presentation precedes the annual budget process, which begins with the “Call for Projects” from Oct. 1 through 30. The timeline extends through May when the City Council adopts the final CIP budget. ----------------------------------------- The City of Pasadena is seeking the services of five (5) qualified firms to provide on-call Civil Engineering Services for a wide variety of Capital Improvement Projects that range in project cost. Such services include, but are not limited to: civil engineering services, including: Feasibility Studies: Assessing the viability of proposed projects. Preliminary Design Reports: Creating initial design concepts and recommendations. Construction Plans and Specifications: Preparing detailed plans and specifications for construction projects. Cost Estimation: Providing construction costs and budget planning. Project Management: Overseeing project timelines, budgets, deliverables, and staff augmentation for special inspection services. Construction Management and Special Inspections: Provide construction administration services including submittal review, Request for Information (RFI) / Request for Clarification (RFC) responses, and staff augmentation for special inspection services. Surveying and Mapping: Conducting land surveys and creating maps for project planning. Environmental Assessments: Evaluating environmental impacts and compliance. Geotechnical Engineering: Analyzing soil and rock conditions for foundation design. Structural Engineering: Designing and analyzing structural components. Transportation Engineering: Planning and designing transportation infrastructure. Water Resources Engineering: Managing water supply, drainage, and flood control systems. Quality Assurance/Quality Control: Ensuring that projects meet specified standards and requirements. Public Consultation and Engagement: Facilitating communication with stakeholders and the public. At least three (3) years of experience providing similar services for a variety of projects that range in magnitude and scope, as is characteristic of on-call contracts, is required to oversee the work, stamp, and sign all project related documents as required for city-owned facilities and infrastructure projects. Proposers are encouraged to focus on their areas of strength and are not required to team with a large number of sub-consultants to cover all potential types of projects. Bidders must provide all required information for the City to verify the bond with their bid. The bond must meet the following requirements and characteristics: Bid security in the amount of five percent (5%) of the total bid price in the form of a redeemable or callable electronic surety bond, meeting City requirements, must accompany all bids. If the Bidder to whom the contract is awarded shall for fifteen (15) calendar days after such award fail or neglect to enter into the contract with the required insurance documentation, submit the Construction & Demolition Waste Management Plan, and file the required bonds, the City may deposit in its treasury said bid security and, under no circumstances, shall it be returned to the defaulting Bidder. Failure to return signed contract with all the attachments stated above may result in having the project awarded to the next lowest bidder. The bidder or proposer, by submitting a bid, expressly acknowledges and agrees that the judgment of the City as to whether or not the bidder or proposer is qualified to perform the project, shall be final, binding and conclusive; The City reserves the right to reject all bids, waive any irregularity in any of the bids, or cancel or delay the project at any time; RFP date notes: Upload all required documents as instructed in the section named Submittals/Checklist sufficiently early electronically. The hard/paper copies of the Proposal must be submitted in a three-ring binder with tabs identifying each section as indicated below. Attachments must be clearly identified. The front of the binder must indicate the RFP name and Proposer's name and address. The entire proposal must be formatted on standard-size 8 1/2 "x11" pages; 12 point font only. The "Technical Proposal," "Additional Data," and "Statement of Qualifications" can be no more than 50 grand total pages. The page count does not include required forms and/or certifications that must be submitted with the Proposal. The method of Contractor Selection has not been Determined at this time.
