LCPS Chief Operations Officer Kevin L. Lewis told board members the Board of Supervisors recommended approving $71.2 million to add to the six-year (2027-2032) short-term budget of the 30-year Capital Improvement Program. Lewis said he erroneously reported at the Oct. 28 board meeting that the BOS recommended adding $124 million. Lewis said the higher number was because LCPS staff included recommended spending in the Capital Assets Preservation Program, which is part of the CIP but separate from CIP spending. Schools slated for modernization between 2027-2032 include: Aldie Elementary School (opened in 1964) Banneker Elementary School (opened in 1947) Hamilton Elementary School (opened in 1952) Hillsboro Charter Academy (opened in 1966 as Hillsboro Elementary School) Lincoln Elementary School (opened in 1926) Loudoun County High School (opened in 1954) Meadowland Elementary School (opened in 1979) Middleburg Community Charter School (opened as Middleburg Elementary School in 1911) Sterling Elementary School (opened in 1964) Sterling Middle School (opened in 1971) Sully Elementary School (opened in 1968) Waterford Elementary School (opened in 1965) Maintenance assessments are also part of the CIP. Last year, 25 schools that opened in 1989 or earlier were assessed, and 24 schools opened in 1992 to 2002 are being assessed this year. Another 41 schools that opened since 2003 will be assessed next year. A CIP summary said about 50 schools built or last renovated between 1995 and 2005 are in need of “critical systems renewals” in the next decade. Lewis said the improvements are in line with those sought by parents and students in an LCPS survey. The top five areas for improvement for respondents were athletic programs; security upgrades; improvements to fine arts, music and theater programs; bathroom upgrades and overall modernization and renovation of schools. After a new high school opens in 2028, LCPS has no plans to build new schools, because of declining enrollment. But Lewis said the school division might replace some older schools. “We’ll look at each building on the merits of how the building is performing, not only from a facilities perspective, but also from an instructional perspective,” he said, “to make sure that the building is still meeting the needs of the instructional folks and the students.” Improvements to high schools include installing new artificial turf practice fields, but board Chair Melinda M. Mansfield raised concerns that chemicals in the turf might be contributing to water contamination from polyfluoroalkyl substances, known as PFAS. She said PFAS contamination was discovered in multiple wells in Purcellville tested by the town, and that they included a well at Woodgrove High School by the school’s athletic stadium, which isn’t currently being used. Mansfield noted PFAS — toxic substances known as “forever chemicals” because they resist breaking down in the environment and in human bodies — has been “commonly used” in making artificial turf, a carpet of synthetic fibers that simulates natural grass fields. A 2022 article on the National Institutes of Health website on the potential toxicity of artificial turf said evidence it causes cancer is “scant and preliminary, “ but said it contains many components “that may leach harmful chemicals.” The article concluded more research is needed into potential dangers. Mansfield said some artificial turf makers say they no longer use PFAS, but she’s unsure if that’s true. Lewis said LCPS staff will contact the companies slated to install the turf to ask about PFAS use so “the board has a level of comfort moving ahead with that project.” The board is scheduled to approve the CIP at its Dec. 16 meeting ---------------------------- The Work consists of the re-roofing of an existing Elementary School, including all associated work.
