Provide weld inspection services and reporting for identified fracture critical members (FCMs) on hydraulic steel structures (HSSs) at two locations. Inspections must include visual testing (VT) by a Certified Welding Inspector (CWI) and nondestructive testing (NDT) by a certified technician. NDT must consist of magnetic particle testing (MT), dye penetrant testing (PT), or ultrasonic testing (UT), as specified in section 2 of the Performance Work Statement (PWS). An inspection report detailing findings for each inspected HSS must be provided in accordance with section 2 of the PWS. The contract will be awarded on a Firm-Fixed Price basis to the responsible offeror whose quote conforms to the solicitation requirements and offers the most advantageous terms to the Government, considering price, past performance, and subcontracting compliance. Contractors must have an active SAM registration at the time of quote and award, and must enter a National Institute of Standards and Technology (NIST) score in the Supplier Performance Risk System (SPRS) to be considered responsible.
