The deadline to ask questions is 9/03/2025 5:00 PM CDT The project consists of the installation of new 8-inch diameter water lines, fire hydrants, gate valves, and other appurtenances. Project areas include about 3,920 linear feet of new water lines along Skyline Road, 7,400 linear feet along Calder Road, 3,400 linear feet along Caldvis Road, and 9,100 linear feet along Avis Road. Bids must be submitted on the complete project. Bids must be enclosed in a sealed envelope, addressed to Matt Pickle, General Manager, and the outside of the envelope must be marked BID ENCLOSED - WATER LOSS REDUCTION PROJECT DWSRF NO. 62805, CID 02 WATER SYSTEM IMPROVEMENTS. All bids must be made on blank forms provided and included in the bound document. The name and address of the Bidder must be plainly marked thereon. Each bid must be accompanied by cash or a certified cashier's check, drawn on a bank or trust company authorized to do business in the State of Texas, payable to Creedmoor Maha WSC in an amount at least equal to five percent (5%) of the total amount of the bid, as a guarantee that a contract will be entered into. In lieu of cash or a certified check, the Bidder may submit a bid bond in the form prescribed in paragraphs 5.01 and 5.02 of the General Conditions. This contract is contingent upon release of funds from the Texas Water Development Board (TWDB). Any contract or contracts awarded under this Invitation for Bid (IFB), Request for Proposals (RFP), or Request for Qualifications (RFQ) are expected to be funded in part by financial assistance from the TWDB. Neither the U.S. Environmental Protection Agency (EPA) or the State of Texas, nor any of its departments, agencies, or employees, are or will be a party to this IFB, RFP, RFQ, or any resulting contract. This contract is subject to the Environmental Protection Agency's (EPA) Disadvantaged Business Enterprise (DBE) Program, which includes EPA-approved fair share goals toward procurement of Minority and Women-owned Business Enterprise (M/WBE) businesses. Davis-Bacon prevailing wage requirements apply to the construction, alteration or repair of treatment works carried out, in whole or in part, with assistance made available by the Clean Water State Revolving Fund (CWSRF) or a construction project financed, in whole or in part, from the Drinking Water State Revolving Fund (DWSRF). The Davis-Bacon prevailing wage requirements apply to Contractors and Subcontractors performing on federally funded or assisted contracts in excess of $2,000 for the construction, alteration or repair (including painting) of a treatment works project under the CWSRF or a construction project under the DWSRF. For prime contracts in excess of $100,000, Contractors and Subcontractors must also, under the provisions of the Contract Work Hours and Safety Standards Act, as amended, pay laborers and mechanics, including guards and watchmen, at least one and one-half times their regular rate of pay for all hours worked over 40 in a workweek. The Fair Labor Standards Act may also apply to Davis-Bacon covered contracts.
