Completed plans call for the addition of a municipal facility; for the demolition of a municipal facility; for the renovation of a municipal facility; for site work for a municipal facility; road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

The bidder shall show such evidence by clearly displaying his or her current license number on the outside of the sealed envelope in which the proposal is delivered. The project includes renovations to the existing Armory facility, the addition of an EMS base garage facility, an auxiliary building and associated utility appurtenances, and roadway improvements. The scope of work generally includes construction of above referenced facilities and renovations, demolition, erosion control measures, excavation/filling/grading, retaining wall, asphalt paving, guardrail, sidewalks, stormwater infrastructure, mechanical, electrical, plumbing and underground utilities. Utilities will include installation of a water main extension, water services & meter, sewer manhole, sewer service lines and electrical connections. Completion of work is expected within 300 days of Notice to Proceed. The amount of the bid bond shall be equal to five (5%) percent of the total of the bid. The bid deposit shall be retained by the Owner if the successful bidder fails to execute the contract or fails to provide the required bonds, as stated above, within ten (10) days after the proper notice of award of the contract. The successful bidder will be required to furnish a Performance Bond and a Payment Bond in the amount of one hundred percent (100%) of the contract amount. No contract may be awarded to any contractor that is debarred, suspended or otherwise ineligible to participate in Federally assisted contracts or programs. Any contract awarded to a prime contractor or subcontractor that is found to be ineligible for award must be terminated immediately. Prior to contract award prime contractors are to be actively registered, with no exclusions, with SAM.gov and not on NC Debarred Vendors list, to determine eligibility/debarment status. No bidder may withdraw his/hers bid within seven (7) days after the actual date of the opening thereof. Haywood County reserves the right to reject any and all Bids, to waive informalities, or to reject non-conforming, non-responsive, or conditional bids.
