Bids will be compared on the basis of the quantities and units and lump sum prices. Bids will be compared and evaluated and awarded on the basis of the Total Bid to the lowest responsible and qualified bidder. All Bidders must submit a Contractors Qualification Statement: EJCDC Document C-451, with the bid. The successful Bidder is required to comply with all provisions of the Civil Rights Act of 1964, the Equal Opportunity Act of 1972, Executive Orders #3, No. 17, 11246, 11375 and 11478. Contractors shall comply with State Statutes concerning Employment and Labor Practices, if applicable, and Section 31-53 of the Connecticut Statutes, as amended (Prevailing Wages). Funding for this project is being provided by a $1,952,130.00, FY2022 Economic Development Initiative Community Project Funding federal grant. Funding for this project is made possible through the Consolidated Appropriations Act of 2023, and is being administered by the United States Department of Housing and Urban Development (herein HUD). As a result of the source of funding, the selected contractor must have an active registration with the federal "System of Award Management ("SAM ). The Town will review all proposals for registration in SAM, to ensure contractors/suppliers/vendors are not debarred or suspended from receiving proceeds from federal grants. The Bidder whose bid is selected must comply with all the required elements of the grant program from which funding is derived. The Town reserves the right to reject any and all proposals, to waive any informality, to request interviews of proposers prior to award and to select and negotiate the proposed services in the best interest of the Town. The Work will be substantially complete within __180___ days after the date when the Contract Times commence to run as provided in Paragraph 4.01 of the General Conditions, and completed and ready for final payment in accordance with Paragraph 15.06 of the General Conditions within __210___ days after the date when the Contract Times commence to run.
