Scope of work includes installing an emergency generator, generator pad, transfer switch, and all associated site work and equipment for full emergency generator connections to Well 4. No bid will be received unless it is made on the proposal form furnished in the Documents. All questions regarding this project during the bidding phase shall be submitted in writing no later than September 4th, 2025, to Stephanie Bell at Stephanie.Bell@qkinc.com. Any questions received after said date will be null and void. Bids shall be submitted only on the bid proposal forms supplied by the Engineer. Bids shall be accompanied by a proposal guaranty of a certified check or bidder's bond of not less than ten percent (10%) of the total amount of the bid, made payable to the order of the District, to be retained as liquidated damages by the District if the successful bidder fails to enter into a Contract. Upon entering into a contract, the successful bidder will be required to furnish a Performance Bond and a Payment Bond each for 100 percent of the contract amount. The District reserves the right to reject any or all bids, or to waive any informalities. If awarded, a contract will be awarded within 30 days of the bid opening. The Contract(s) shall be signed within ten (10) days, not including Sundays and legal holidays, after receipt of the Notice of Award. The work shall be completed within 90 calendar days after the date of the Notice to Proceed. The Contractor shall pay the Owner $1,000.00 per day for each calendar day delay in finishing the work beyond the required completion date. A bidder does not have to be licensed to submit a bid. However, a contract for the work will not be executed until the Contractor is licensed as a Class "A" Contractor in accordance with Sections 7000 through 7145, inclusive and as amended to date, of the Business and Professions Code of the State of California.
