The City of Pittsfield is soliciting Statements of Qualifications (SOQ) from professional engineering firms for construction observation of the reconstruction of Historic Downtown Square in Pittsfield. Pittsfield was awarded federal Illinois Transportation Enhancement Program (ITEP) funding from the Illinois Department of Transportation (IDOT) and Rebuild Downtowns and Main Streets funding from the Department of Commerce and Economic Opportunity (DCEO) for the improvements. Improvements will include pavement ment removal and replacement, milling and resurfacing, curb and gutter and sidewalk replacement, water main construction, storm sewer improvements, lighting improvements, signing, striping, and streetscape. Firms are invited to submit their SOQ for eligibility to provide engineering services for the City. One engineering firm will be selected to perform all the construction engineering work. Project. location & Description Construction of the proposed project will be near and around the Historic Pittsfield Downtown Square. The work area is on N Monroe St from Washington St northerly to E Jefferson St, E Adams St from N Jackson St west to S3 Memorial St, and N Madison St from Washington St northerly to E Jefferson St. This project is approximately 0.57 miles in length. The project includes pavement removal and replacement, milling and resurfacing, curb and gutter and sidewalk replacement, water main construction, storm sewer improvements, lighting improvements, signing, striping, and streetscape. Scope of Services This solicitation will select an IDOT prequalified engineering firm to perform Phase III Construction Observation. The City of Pittsfield will utilize federal ITEP and state DCEO funding for the construction engineering phase. Construction Observation and Documentation shall be in accordance with applicable IDOT requirements. Services will include, but are not limited to: Complete all necessary IDOT formwork Construction Observation Construction Documentation utilizing IDOT CMMS software Timeline The City of Pittsfield is targeting the November 7, 2025 IDOT letting for construction of this project. The city would like to enter into an engineering agreement with the selected engineering firm for acceptance at a September 2025 City Council Meeting. Project Budget The City of Pittsfield was awarded $3.0 million in federal ITEP funding and $2.8 million in state DCEO funding for the construction and construction engineering involved with this project.
