SCOPE OF PROJECT This project consists of removals and constructing the following: earth excavation, storm sewer, poured concrete retaining walls, concrete sidewalk, colored concrete sidewalk, steps, handrails, railings, masonry, restroom with utility connections, shade sail, lighting, landscaping, irrigation and site furnishings. EXAMINATION OF SPECIFICATIONS Contract documents may be examined online at or at the offices of: City of Whitehall, 405 East Colby Street, Whitehall, MI 49461 And some local plan rooms. Electronic drawings, specifications and bidding documents will be accessible/available only to those Bidders who are active members of the Prein&Newhof Plan Room. Prein&Newhof Plan Room members who want to purchase the hard copy of the drawings only, may do so for $120.00 dollars. A $20 dollar charge will be added to all mailed drawings and/or specifications. BID SURETY A bid bond, certified check, or cashier's check payable to The City of Whitehall in an amount equal to five percent (5%) of the total price shall accompany each bid. This surety shall bind the bidder for a period of forty-five (45) days after the receipt of bids. Award of the project is anticipated on October 14, 2025 with Notice to Proceed anticipated on October 24, 2025. o Site Work o All site work, excluding the restroom building and the immediately adjacent space, shall be substantially completed by June 26, 2026. o The contractor shall secure any areas that have not been completed on the site with staked snow fence by the end of the day July 2, 2026. No work will be permitted on July 3, 4 and 5. o Restroom Building o This work shall be substantially completed by October 16, 2026 and ready for final payment on December 19, 2026. It is the intent of these contract documents to be clear, complete and consistent. If Bidder is of the opinion that any portion of the contract documents is ambiguous, inconsistent or contains errors or omissions Bidder shall, prior to submitting its bid, in writing request Engineer to clarify that portion of the contract documents as an addendum. This interpretation or correction will be made a part of the contract documents as an addendum. Any such addendum shall be mailed, faxed, e-mailed or delivered only to each person recorded as having received/downloaded a copy of the contract documents directly from Prein&Newhof. Only written addenda issued by the Engineer shall be binding. Oral interpretations, information or instructions by any office or employee of the Owner or Engineer are not authorized and therefore are not binding.
