Start/Delivery Date Anticipated Notice to Proceed (NTP): December 24, 2025 Project Duration 18 Months Question Deadline 09/26/2025 at 5:00 PM PT Online Q&A Yes Bid Valid180 Days The Southern California Regional Rail Authority (SCRRA), in cooperation and funding by Orange County Transportation Authority (OCTA), proposes to rehabilitate various existing track elements in various locations on the LOSSAN rail corridor (SCRRA's Orange Subdivision). The LOSSAN rail corridor serves Metrolink commuter trains (operated by SCRRA), Amtrak intercity trains, and BNSF Railway freight trains and is identified as the second most heavily traveled intercity passenger rail corridor in the nation. The proposed project includes replacement and/or rehabilitation of ties, rail, ballast, turnouts, and other track material (OTM). The Construction Work may include the following categories: earthwork, track work, traffic control planning and coordination, and coordination with the City, third party contractors, SCRRA signal and communications contractor, SCRRA and SCRRA contracted employees. * All bidders interested are invited to attend the pre-bid conference by clicking the link below. Register in advance for this meeting SOW #1: (ARTIC Station) Track replacement between MP 170.55 - 170.95. Track replacement includes replacing wood tie track and non-standard rail with new concrete ties, new 136LB rail, and new ballast. Contractor to furnish all SCRRA standard compliant material necessary to perform work. Contractor to surface track to SCRRA standard. All material removed shall be disposed by the Contractor. o SOW #2: (Orange Station) Track replacement between MP 172.58 - 172.69 and turnout midlife rehabilitation for CP Maple Switch #3A. Track replacement includes replacing wood tie track and non-standard rail with new concrete ties, new 136LB rail, and new ballast. Turnout midlife rehabilitation consists of #20 turnout component replacement (switch points, stock rails, frog, switch rods, switch ties). Contractor to furnish all SCRRA standard compliant material necessary to perform work. Contractor to surface track to SCRRA standard. All material removed shall be disposed by the Contractor. o SOW #3: Rail upgrade between MP 175.88 - 176.18. Rail upgrade includes removal of nonstandard rail and OTM and replaced with new 136LB rail and new e-clip plates, insulated joints, and fasteners. Wood ties will be adzed to create level surface. Contractor to furnish all SCRRA standard compliant material necessary to perform work. Contractor to surface track to SCRRA standard. All material removed shall be disposed by the Contractor except for transition rails. Transition rails will be salvaged for SCRRA material inventory. o SOW #4: Track replacement between MP 186.65 - 186.68. Track replacement includes replacement of CP Bake Switch #5 and replacement of non-standard track. Turnout replacement will be completed with a SCRRA furnished #14 concrete tie turnout and installed with asphalt underlayment. Non-standard track will be replaced with new wood transition ties, new concrete ties, new 136LB rail, and new ballast. Contractor to furnish all SCRRA standard compliant material necessary to perform work. SCRRA furnished turnout will be relocated by contractor from Marine Way in Irvine, CA. SCRRA furnished turnout is complete except for the frog which the contractor will be required to furnish. In addition, The Contractor shall procure 25% of turnout OTM. Contractor to surface track to SCRRA standard. All material removed shall be disposed by the Contractor. o SOW #5: Rail upgrade between MP 200.24 - 200.98. Rail upgrade includes removal of nonstandard rail and OTM and replaced with new 136LB rail and new e-clip plates, insulated joints, and fasteners. Wood ties will be adzed to create level surface. Contractor to furnish all SCRRA standard compliant material necessary to perform work, except for 6000 LF of new rail currently on site. Contractor to surface track to SCRRA standard. All material removed shall be disposed by the Contractor except for transition rails. Transition rails will be salvaged for SCRRA material inventory. o SOW #1A: Contractor to replace timber Crossover with new #20 concrete crossover (2 each #20 turnouts) at CP Maple MP 172.49 with HMA underlayment. Track centers are not typical and are 18', therefore 12 additional concrete standard ties are needed between last long ties. All contractor furnished material to meet SCRRA standards. From last long tie of turnout (MT#2) to the west road crossing, contractor to remove 418 timber ties and rail and replace with new 307 each concrete cross ties and new 136LB rail, approximately 350 TF and install 24 each 10' timber transition ties at road crossing. All material removed shall be disposed by the Contractor. Contactor to furnish all material. o SOW #1B: CP Tinkham MP 184.39 to MP 184.49. Contractor to remove existing #24 crossover and replace with new #24 concrete crossover (track centers 15') with HMA underlayment. From point of switch (PS) of MT #2 to the west, Contractor to install 24 each transition ties. Contractor to furnish all SCRRA standard compliant material necessary to perform work. All material removed shall be disposed by the Contractor.
