The contractor shall provide all labor, materials, and services to develop a system design, equipment procurement plan, construction work plan, and schedule. The system must be islandable, non-grid-tied, and capable of powering office facilities (maintenance shop, storage building, and project office) during daytime hours, with battery backup for at least 8 hours and an optional 16-hour configuration. The contractor must ensure compliance with all applicable standards, codes, and utility requirements, and manage incentives, rebates, and renewable energy certificates (RECs), which will remain the property of the Whitney Point Project. The design must include fixed-tilt photovoltaic modules, inverter and module specifications, conceptual drawings, and performance criteria. The system must integrate with the existing electrical infrastructure and switch between PV/battery, utility grid, and generator power as needed. Technical requirements include concrete foundations, PV modules with minimum 15% efficiency, UL-listed inverters with MPPT and islanding capability, battery systems with depth-of-discharge protection, and corrosion-resistant ground mounting structures. Acceptance testing must be performed by NABCEP-certified professionals. The contractor is responsible for design documents, submittals, construction, quality control, safety, commissioning, training, and maintenance. Work must be completed within 180 days of notice to proceed, between April and September, during standard duty hours.
