SCOPE: Inaccordance with the provisions of Texas Government Code, Chapter 2254,Subchapter A, Professional Services, and Rules and Procedures adopted by theTexas Facilities Commission (TFC), TFC is requesting submittal ofqualifications to provide prime professional architectural/engineering (A/E)services Design and Construction Phase Building Systems and EnvelopeCommissioning Services for the for Project #24-001-8808 TSD FY 24-25 AccessStudent Housing & Classroom Expansion. Consisting of one new housing buildingand additional classroom expansion of the existing building and layout; asdescribed further in the project description below. Commissioning services forthe Kleberg Building will include full verification of mechanical, electrical,plumbing (MEP), life safety, and building envelope systems for all newconstruction areas. For the classroom addition, whichis connected to the original Kleberg structure built in multiple phases, thescope will be limited to MEP and life safety system commissioning only.Envelope commissioning is excluded from this portion due to its integrationwith the existing building. Deadline for Submission of Questions 9/09/2025 CONTRACT TERM: It is the intention of TFC to award aContract for full prime professional architectural/engineering (A/E) servicesfor the term of the project. Services undertaken pursuant to this RFQ will berequired to commence within fourteen (14) calendar days of delivery of a Noticeto Proceed. The Project associated with the services requested in thissolicitation is anticipated to be nine hundred (900) calendar days. STATEMENT OF WORK: The Commissioning Agent(CxA) is responsible for verifying and documenting that all commissionedsystems and assemblies are properly planned, designed, installed, tested,operated, and maintained in accordance with the Owner’s Project Requirements(OPR). This project includes bothFundamental Commissioning and Enhanced Systems Commissioning. To ensure a high-qualityproject delivery to the Texas Facilities Commission (TFC), a high level ofcollaboration will be maintained between the CxA and the design andconstruction teams. The CxA will work closely with TFC and coordinate with theArchitect/Engineer (A/E), Construction Manager at Risk (CMR), third-partytesting firms, and contractors throughout all phases of the project, asoutlined in the contract. Operating as an integralyet independent member of the Project Team, the CxA will not be subordinate tothe A/E or CMR. This independence ensures objective oversight of systeminstallation, performance testing, functional testing procedures, and operationalreadiness of all installed and integrated systems. The CxA will leadcommissioning activities in the role of Commissioning Authority, as defined inthis document. A designated representative from the CxA will serve as theCommissioning Manager for the duration of the project, ensuring alignment withproject goals and successful execution of commissioning services.
