The City of Baton Rouge and Parish of East Baton Rouge has established a Socially and Economically Disadvantaged Business Enterprise (SEDBE) program in accordance with Revised Statute RS 33:2233.4. It is the policy of the City-Parish to ensure that Eligible Business Enterprises (EBEs), certified in accordance with the City-Parish program, have an equal opportunity to receive and participate in City-Parish contract. All firms shall make good faith efforts to achieve a minimum SEDBE participation goal of 25% of the total value of the design and planning contracts. Only EBE firms certified under the City-Parish SEDBE Certification Program at the time of execution of negotiated contract will count toward the SEDBE goal. To be considered responsive all firms and proposed sub-consultants must submit SEDBE Forms 1, 1A and 2, and Letters of DBE Certification, by either East Baton Rouge Parish or the LAUCP as attachments to the RFQ response. Only submittals that are confirmed to comply with the SEDBE participation requirement will be forwarded to the Design and Planning Selection Board for scoring and selections. Members of the Design and Planning Selection Board request that all consultants, subconsultants, contractors, vendors or others involved with this project not contact any Board Member concerning this project during the selection process period, which shall extend from the date of this notice until a selection is made, (August 22, 2025 thru September 25, 2025). Additionally, the members of the Design and Planning Selection Board request that the Consultants submit Form CPDP only. Unless otherwise stated or required by the instructions, all other attachments or embellishments shall be excluded.
