SUNY College of Optometry is seeking proposal from bidders and make an award under its discretionary authority, pursuant to NYS Education Law 355(5)(a), for the below described commodity/product or service. A sealed bid will not be held. Question Deadline 09/10/2025 at 10:00 AM ET Response to questions / requests for clarification issued September 12, 2025 (Friday), 3:00 p.m. EST Proposal is to implement a fully integrated Audio-Visual system in Room 1118 that support hybrid instruction and lecture capture, using standard conferencing platforms (Zoom, Microsoft Teams) from local room devices. This is not a native Zoom Room or Teams Room Configuration. Room Overview: Capacity: Approximately 30 seated occupants Purpose/Usage: Hybrid lectures, academic meetings, faculty instruction Platforms: Zoom, Microsoft Teams (via podium PC or BYOD) Room SF: +/- 630SF Camera System Requirement: o Install two (2) units of professional-grade Pan-Tilt-Zoom (PTZ) auto-tracking cameras. Recommended model: Aver TR535 or Lumens VC-TR1, or approved equivalent. o Camera 1 (Instructor's Camera): Mounted at rear of room. Must auto-track the presenter across the front of the room with smooth motion and minimal delay. o Camera 2 (Audience Camera): Mounted near front confidence monitor. Fixed or preset-based camera capturing student seating area. o Both cameras must support 1080p 60fps resolution with <=150 ms latency. o Control protocol must be VISCA over IP or RS-232, compatible with Crestron control system. o Cameras must support programmable presets and manual override via the Crestron 10" touch panel. o Auto-tracking behavior must be configurable, with defined "stop zones" to prevent over-tracking. o All camera feeds must be routed to: (1) AV system for in-room display, (2) USB bridge for Zoom/Teams via PC or BYOD, and (3) Panopto lecture capture recorder (viamatrix). o Cameras must be PoE+ powered and isolated on a dedicated VLAN, with IPaddresses provisioned by SUNY Optometry. o Vendor must provide camera IPs, ONVIF compliance, and secure API access for remote monitoring. General AV Expectations: Bidders must ensure all AV components integrate seamlessly with existing SUNY systems, including control via Crestron, remote management via XiO Cloud, and compatibility with Panopto and BYOD environments. Room 1118 will rely on the podium PC or user-provided laptops to initiate Zoom/Teams calls. The AV system must deliver camera and microphone feeds to these devices via a USB AV bridge (e.g., Q-SYS, Biamp Devio), ensuring plug-and-play simplicity. This is not a Zoom Room or Microsoft Teams Room system.
