Statements of Qualifications and Proposals will be received electronically only and shall be emailed to Village Manager McCarthy by the stipulated date and time. The Village reserves all rights with regard to the solicitation. This plan document demonstrates how the submitting firm will satisfy the project's BEP goal of 2.0% PROJECT DESCRIPTION: The Grantee is a governmental entity providing services to the Village of Chatham in Sangamon County. Grant funds will be utilized for a portion of the costs, including any that are prior incurred, associated with Phases III and IV design, oversight, and construction of a municipal center at the Grantee owned property located at 150 N. Market Street in the Village of Chatham, Illinois. This new municipal center will house all the Grantees operations staff and Police Department and may also be used to house additional governmental services. Phase I of the project consisted of the land acquisition and was completed in January 2022. Phase II of the project consisted of the demolition and site preparation of all the parcels on the west side of the square and was completed in June 2023. Grant funds will be used to purchase and install concrete foundations, exterior brick, and concrete blocking. Grant funds will also be used to purchase and install roofing and flashing, and interior materials including drywall, framing and studs, stairways, flooring, and interior finishes. All other costs associated with completion of the project, including Phase 1 and Phase II will be paid via the use of other funding sources. Specifically, Grant funds will include a portion of the costs associated with the project as follows: o Design/Engineering - to include costs associated with a municipal facility rate study, architectural design, engineering, and schematics for Phases III and IV. o Equipment/Material/Labor - to include costs associated with the purchase and installation of bondable items such as: roofing, flashing, drywall, metal studs, stairs, doors, finishes, flooring, ceilings, and all other related items. o Paving/Concrete/Masonry - to include costs associated with the purchase and installation of bondable items such as: concrete, brick, concrete black, masonry, and all other related costs. o Construction Management/Oversight - to include costs associated with managing the construction activities and/or overseeing all aspects of the construction project. o Contingency -coverage of potential cost overruns in any of the other utilized Grant budget line-item categories. The completion of this project will benefit the public by providing updated and adequate housing for the Grantees operations staff and Police Department. The improved facilities will allow for better provision of services to the public. This project also provides future opportunity for expanded services and economic development.
