This request for quotation will identify a scope of services to assist the Department of Parks and Recreation in the development of the Cecil County Land Preservation Parks and Recreation Plan (LPPRP), an element of the Cecil County Master Plan. Question Submission Deadline September 26, 2025, 3:00pm. All questions shall be asked using the question & answer feature via OpenGov Procurement by 3:00 pm on Friday, September 26, 2025. The County is not responsible for information obtained from sources outside the Cecil County Purchasing Office, including downloads from the County website. Vendors are directly responsible for obtaining updates, changes, or addendums either from the updated webpage or by contacting the Purchasing Office. This Request for Quotation (RFQ) will identify a scope of services to assist the Department of Parks and Recreation in the development of the Cecil County Land Preservation Parks and Recreation Plan (LPPRP), an element of the Cecil County Master Plan. This plan will be an update of the 2022 LPPRP which was developed by Cecil County Department of Parks and Recreation, along with the Department of Planning and Zoning. The selected consultant will perform project tasks in conformance with the State of Maryland Official Guidelines for the 2027 LPPRP. Critical dates are November 6, 2026, submission of the draft plan to the County for review and the December 31, 2026 submission of the draft plan to the State for review and final plan submission to the County by June 1, 2027 to obtain approval by the County Council prior to the July 1, 2027 submission to the State. The Contract may be awarded to the lowest responsible, responsive bidder. Cecil County, Maryland reserves the right to reject any or all bids and to waive technicalities. All contract awards are based upon budgetary constraints. All information prepared under contract issued pursuant to this RFQ shall become the property of Cecil County. Unless otherwise required by applicable statute of limitations, the successful offeror shall retain all records and documents related to any contract awarded pursuant to this RFQ for three (3) years after final contract payment by the County and shall make them available for inspection and audit by authorized representatives of the County at all reasonable times The consultant will be required to conduct progress meetings at intervals of no more than every six (6) weeks. These meetings will be held virtually via Teams or at Cecil County's offices and will be held to review the progress made as well as expectations for completion before the next meeting. The consultant shall note any existing or anticipated problems and how such problems will be resolved. The consultant shall prepare and distribute meeting minutes for all meetings. All documents, table, graphs, maps and other material prepared by the consultant in connection with the project shall be the sole and absolute property of the County. The consultant shall, within two weeks of the County's request, deliver to the County all requested materials, including a digital copy of the draft document in Microsoft Word. Unless otherwise notified, these documents shall be submitted to the County with the final invoice. The State of Maryland requires the 23 counties and Baltimore City to prepare local Parks, Recreation and Land Preservation and Baltimore City to prepare local Parks, Recreation and Land Preservation Plans as a condition of receiving funds from Program Open Space. The over-arching purpose of the 2027 round of land preservation and recreation planning is to develop a strategy that will best ensure good return on public investment in programs for land preservation. These programs include active recreation; agriculture and rural land preservation, and conservation of lands that support natural resources, including the State's biological community and individual living resource populations or all of the above. The County assumes no authority, liability, or obligation, on behalf of any other public or non-public entity that may use any contract resulting from this bid. All purchases and payment transactions will be made directly between the contractor and the requesting entity. Any exceptions to this requirement must be specifically noted in the bid response. All bidders shall provide a copy of current business license for State of Maryland. Cecil County, Maryland reserves the right to terminate this contract by a ten (10) day written notice should the quality of the work/products become inferior, or the delivery service becomes poor. All projects are subject to funding approval by Cecil County Council and the Cecil County Executive. Some projects may also be subject to Federal, State, and/or local grant funding conditions and approval. All project awards are subject to required funding approvals. The County reserves the right to extend all the terms, conditions, specifications, and unit or other prices of any contract resulting from this bid to any and all public bodies, subdivisions, school districts, community colleges, colleges, universities including non-public schools. This is conditioned upon mutual agreement of all parties pursuant to special requirements which may be appended thereto. The supplier/contractor agrees to notify the issuing body of those entities that wish to use any contract resulting from this bid and will also provide usage information, which may be requested.
