Exposed Watermain Relocation Along the Big River Work includes watermain relocation including 12-inch AWWA C151 Class 350 TR FLEX restrained joint DIP watermain piping, field road removal and replacement, full height granular backfill, fittings, mechanical restraints, gate valves with valve boxes and lids, blowoff assemblies, granular bedding, seed and straw, erosion control, traffic control, flagmen, testing, disinfection, all appurtenances and minor details necessary to make the completed improvements fully operational with the project plans and specifications. Bidding Documents, Drawings and Specifications, may be examined by prospective bidders and material suppliers at the office of Hurst-Rosche, Inc., 3675 W. Outer Road, Suite 205, Arnold, Missouri 63010, the Water District Office and online. Bidding Documents, Drawings and Specifications will be available for viewing on the internet at online. The documents are being provided for reference purposes only. Bidders must obtain a signed and sealed hardcopy set of the bidding documents, including bid form from the offices of Hurst-Rosche, Inc., 3675 W. Outer Road, Suite 205, Arnold, Missouri 63010 to submit a bid for this project. The Owner requires the Project to be substantially complete in 90 calendar days from the Construction Start Date as stipulated in the Notice to Proceed. Bidders will be required to provide Bid security of a sum no less than 5 percent of the Bid Sum. The bid security shall be either certified check, cashier's check, bank money order or bid bond issued by surety licensed to conduct business in the State of Missouri. Hereinafter this bid security shall be referred to as the bid bond. Submit one copy of your Bid on the Bid Form provided. Bidders may supplement this form as appropriate. Your Bid submittal will be required to be under a condition of irrevocability for a period of Ninety (90) days after submission. The Owner reserves the right to accept or reject any or all Bids or any part thereof, to waive any informality in bidding, and to accept bids deemed most favorable to the Owner. All requests for interpretations shall be in writing via mail or e-mail addressed to the Engineer and must be received seven (7) calendar days prior to date fixed for opening of bids in order to be given consideration. All responses by the Engineer must be in writing to be binding. Latest Time to Issue an Addendum: September 26, 2025 All questions must be submitted on the "Request for Interpretation Pre-Bid Question and Comment Form" included at the end of this section, and questions not submitted in accordance with this form and specified time frame will not be accepted. Any and all interpretations and supplemental instructions will be made by addendum to the Drawings and Specifications and forwarded to all bidders either by certified mail or e-mail transmittal. Any response general in nature or affecting these Instructions to Bidders shall be sent via addendum as previously described. All bidders are required to return the signature page of the addendum signed to the Engineer within 24 hours after receipt. Failure of any bidder to receive any such addendum or interpretations shall not relieve such bidder from an obligation under the bid as submitted. All addenda so issued shall become part of the Contract Documents. No addendum will be issued later than four (4) calendar days prior to bid date except one withdrawing the request for Bids or one postponing date for receiving Bids. Oral interpretations, changes or corrections will not be binding and Bidders shall not rely upon such interpretations, changes and corrections. Each Bidder shall ascertain prior to submitting Bid that all addenda issued have been received and shall acknowledge receipt in Bid. Any bid received after this time will be returned to the Bidder unopened. Mailed bid envelopes shall be enclosed in a separate mailing envelope with the notation "SEALED BID ENCLOSED" on the face thereof. Oral, telephonic or telegraphic Bids are invalid and will not receive consideration. Bids shall be deposited at the location designated in the Invitation to Bid prior to time and date designated for opening, or any extension thereof made by addendum.
