Berkeley County is requesting proposals for the construction of the Gas Collection and Control System Buildout 1A Expansion at the Berkeley County Class Three Landfill located at 2277 US Hwy 52, Moncks Corner, SC 29461. This request for proposals does not commit Berkeley County to award a Contract, to pay any costs incurred in the preparation of a Qualification Statement or to procure or contract for the articles of goods or services. The County reserves the right to waive any informalities or irregularities, to reject any or all Proposals received as a result of this request, or to cancel in part or in its entirety this Proposal, if it is in the best interest of the County to do so. 2. Proposals must be submitted by the time and date specified as a single file in PDF Format in order to be considered. No late bids will be accepted and the ability to upload on the website will be denied. Bidders should allow adequate time to upload their documents to submit. 3. All bids shall be entered in ink or typewritten and shall remain firm for a period of not less than sixty (60) days. 4. Proposals may be withdrawn by offeror prior to, but not after, the time set for the closing. Bidders seeking to make corrections will need to withdraw their submissions and resubmit any revised versions. One year from execution of final contract unless otherwise extended or terminated in accordance with solicitation/contract provisions. Upon agreement of both parties, contract may be extended for four (4) additional one (1) year periods. The County reserves the option to prepare and negotiate a Final Agreement with the vendor, giving due consideration to the stipulations of the vendor's contracts and associated legal documents. Summary: Berkeley County is requesting proposals for the construction of the Gas Collection and Control System (GCCS) Buildout 1A Expansion at the Berkeley County Class Three Landfill. The Project includes, but is not limited to, the following work: 1. Grading for access benches construction; 2. Drilling the landfill gas (LFG) wells; 3. Installing LFG wells with specified materials; 4. Connecting header and lateral LFG piping; 5. Installing dewatering infrastructure, including but not limited to pumps, air lines, force mains, and furnishing and installing pneumatic submersible pumps in LFG extraction wells; 6. Testing header and lateral LFG piping, air lines, and force mains; 7. Trenching, backfilling, and connecting to the existing gas collection system; 8. Restoring the site to existing conditions; and, 9. Seeding and stabilizing all disturbed areas from GCCS construction activities.
