LCUB Going the Extra Mile August 2025 Lenoir City Utilities Board 7698 Creekwood Park Blvd. Lenoir City, Tennessee 37772 Lenoir City Utilities Board Office Building for the supplying of services in connection with performing utility line construction contract work in the Lenoir City Utilities Board ("LCUB") service area. The work to be done consists generally of the supplying of all supervision, labor, tools, equipment (including traffic control equipment), supplies, and transportation necessary to perform utility line construction within the LCUB service area, all per the specifications and associated contract documents contained herewith. All bids shall be submitted as described in the Instructions to Bidders contained herewith. Failure to follow these instructions will result in the bid being returned unopened and, if opened by mistake, will not be considered. All responsive Proposals timely received from qualified proposers will be evaluated and scored by an evaluation committee appointed by LCUB and ranked according to the Proposal's final score, which shall be determined using the following criteria (weighted as indicated): 1. Proposed contract pricing for the Work (50%) 2. Electric power line right-of-way clearing experience and references (10%) 3. Safety record and employee training & safety programs (10%) 4. Equipment to be used in performing the Work (10%) 5. Proposer's financial strength (10%) 6. Storm response time and capability for the Work (10%) LCUB reserves the right to reject any or all bids and to waive any informalities or technicalities therein. INSTRUCTIONS TO BIDDERS Bidders shall submit this entire specification without the removal of any pages. Bids that are sent by U.S. Postal Service or private carrier shall be marked "BID ENVELOPE ENCLOSED". Before submitting a bid, each bidder must: (a) examine the contract documents thoroughly, (b) visit the system to become familiar with local conditions that may in any manner affect performance of the work, (e) have knowledge of all federal, state and local laws, ordinances, rules and regulations affecting performance of the work, and (d) carefully correlate observations with the requirements of the contract documents. Each bid shall be carefully prepared per the specifications of the contract documents. Each bid shall be signed by a representative authorized to make contractual obligations for the bidder and shall give the full business address. Bids by partnerships shall be signed with the partnership name followed by the signature and designation of one of the partners or another authorized representative. Bids by a corporation shall be signed in the name of the corporation, followed by the signature and designation of the president, secretary, or other person authorized to bind the corporation. The names of all persons signing should also be typed or printed below the signature. Bids will be opened as indicated in the Invitation to Bid. LCUB reserves the right to disregard all nonconforming or conditional bids and the right to evaluate and award bids on other than a low bid basis. Bidders' submission of a bid shall indicate agreement with this stipulation and will not challenge LCUB's decisions. LCUB may conduct such investigations as it deems necessary to establish the responsibility, qualifications, and financial ability of the bidders. If the contract is awarded, LCUB will give the successful bidder due notice of award. Work shall commence on this contract no later than thirty (30) days after notification of award. No bidder may withdraw their bid for ninety (90) days after the date of actual bid opening without LCUB's consent. The Bidder does hereby declare and stipulate that this offer is made in good faith, without collusion or connection with any other person or persons bidding for the same work, and that it is made in pursuance of and subject to all the Bid Documents, all of which have been examined by the Bidder. The undersigned (the "Bidder") hereby declares, as Bidder, that the only person, persons, company or party interested in this bid as principals are named on page 4 hereof, that Bidder has carefully examined the proposed form of contract and other contract documents, and the specifications therein referred to; and that Bidder has made such investigations as are necessary to inform Bidder in all matters affecting the performance of the contract bid upon. Bidder agrees that, if this bid is accepted, Bidder will enter into a contract with the Lenoir City Utilities Board (LCUB) to furnish the supervision, labor, transportation, equipment, tools and supplies as required to build, remove, upgrade, alter and repair overhead and underground distribution lines in the electric service area of LCUB in a good and workmanlike manner free from faults and defects, and to perform all other work specified in the contract documents and specifications, all as called for and in strict accordance with the contract documents and specifications attached hereto and made a part hereof and to the satisfaction of LCUB for the charges outlined in the attached Appendix A (Schedule of Regular Charges by the Contractor). If this Bid is accepted, Appendix A shall be attached to and become a part of the contract between LCUB and the Bidder. The word "Bidder", as used in this document, is to be understood to include the individual, firm, or corporation making this bid. In case a firm shall be a Bidder, it is understood that all sattesments herein contained shall apply to the firm and each member thereof. Failure to furnish information solicited in this document will be grounds for dismissal of the Bidder's bid.
