RFP - Grant Line Road Realignment Project INTRODUCTION The San Joaquin County Department of Public Works (SJCDPW) requests technical proposals from qualified consulting engineering consultants (CONSULTANT) to undertake, perform, and complete the tasks set forth in Request for Proposals (RFP) - SJCDPW-RFP-25-06. The selected consultant will provide professional and technical design engineering services for Phase II Final Design of the Grant Line Road Realignment Project (PROJECT). The selected CONSULTANT will be the highest-ranking CONSULTANT that has successfully negotiated the terms for award of a consulting services agreement. The selected CONSULTANT will be requested to enter into a consulting services agreement with San Joaquin County (County) for the PROJECT. All work shall comply with the County Policies, the California Department of Transportation (Caltrans) Local Assistance Procedure Manual (LAPM). PROJECT BACKGROUND / HISTORY Grant Line Road is a major collector bordering the City of Tracy to the west and running east through the Town of Banta within unincorporated San Joaquin County. The City of Tracy, General Plan has an ultimate build out of four to six lanes for Grant Line Road west of the current City/County limit line. Grant Line Road has an approximate ADT of 8,226 vehicles (count taken west of 7th Street in Banta). Furthermore, there have been approximately 82 reported collisions between 2005 and 2009 on this stretch of Grant Line Road and Kasson Road. The posted speed limit varies between 35 and 45 mph. In 2019, County employed Mark Thomas and Company to conduct Phase I of the PROJECT. Phase I produced a grade separation needs analysis as well as negotiated PROJECT concurrence with Union Pacific Railroad. Phase I also produced civil design and traffic engineering analysis of at-grade and grade separation crossing options as well as a funding analysis.
