The City of Litchfield, Illinois ("City"), is soliciting sealed proposals from qualified consulting firms to conduct a comprehensive Water and Sewer Rate Study. This study will ensure that the City's water and sewer utilities remain financially sustainable, adequately fund operations and capital improvements, and maintain fair and equitable rate structures for customers. This Request for Proposal is being issued in compliance with Illinois State Spending Statutes and City procurement policies. Scope of Services The consultant shall provide professional services that include, but are not limited to, the following: 1. Project Initiation and Data Review a. Conduct a project kick-off meeting with City staff. b. Collect and review City-provided data, including historic revenues/expenses, billing data, projected budgets, and capital improvement plans. c. Interview City officials to understand fi nancial, operational, and regulatory context. d. Provide a preliminary comparative review of City rates against peer communities. Questions may be submitted in writing to apennock@cityoflitchfieldil.com. The City reserves the right to reject any or all pro-posals.
