The City of Memphis is seeking qualified vendors to provide ADA-compliant parking lot striping and/or restriping parking lot services across various City of Memphis owned facilities. The services will primarily involve (but is not limited to) the maintenance and repainting of existing parking lot identification stripes and accessibility symbols that have faded or deteriorated due to normal wear and tear. The vendor must adhere to all applicable federal, state, and local regulations, particularly the Americans with Disabilities Act (ADA) Standards for Accessible Design. 2. Required Services: a). Restriping and new striping of parking lots including accessible parking stalls, access aisles, loading zones, and directional signage for City of Memphis Libraries and Parks. See Exhibit (8) for a list of the locations to be serviced. b). Application of quick-dry, durable traffic marking paint to minimize parking lot downtime. c). Custom striping/layouts as needed for site-specific requirements. 3. Specifications and Performance Requirements: ADA Compliance: a). All striping and markings must comply with the 2010 ADA Standards for Accessible Design (2010 Standards) including both the Title II regulations at 28 CFR 35.151; and the 2004 ADAAG at 36 CFR part 1191, appendices B and D. b). Accessible parking spaces must be located on the shortest accessible route to the entrance of the building. They should be clearly marked and connected to an accessible route by an access aisle.) ADA-compliant handicap parking spaces must be at least 8 feet wide with an adjacent 5- foot access aisle. Spaces should be marked with the International Symbol of Accessibility and painted with high-contract colors. d). Accessible parking spaces must have access aisles. Access aisles provide a designated area for people who use wheelchairs or other mobility devices to get in and out of their car or van. Mobility devices allow people with disabilities to move about independently. They include walkers, canes, crutches, braces, manual or power wheelchairs, Segways, and electric scooters.
