City Contact for Questions: Larissa Lomen, Assistant Planner 408-866-2144 | larissal@campbellca.gov The City intends to engage selected historic consultant(s) on a rotating, as-needed basis. These services are typically required for applicant-proposed projects, but may also be initiated by the City for various preservation-related tasks. The consultants will be expected to offer a broad range of services, including but not limited to the following: 1. Site Evaluations and Reporting: Conduct comprehensive site visits and prepare Historic Resource Evaluation reports assessing the historical integrity and condition of properties. 2. Historical Significance Assessments: o Evaluate the historical, architectural, and cultural significance of properties being considered for historical designation or those involved in development proposals. o Prepare technical reports on historic resources, detailing findings and recommendations. 3. Archival Research: Conduct research to gather historical context and background information essential for assessments and reports. 4. Standards Analysis: o Analyze potential impacts of proposed projects on historic resources in accordance with the Secretary of the Interior's Standards for the Treatment of Historic Properties. o Ensure compliance with the City of Campbell Historic Preservation Ordinance and Historic Design Guidelines for Residential Buildings. 5. Impact Mitigation: o Assist the City in identifying impacts on historical resources as defined by the City of Campbell and the California Environmental Quality Act (CEQA). o Outline recommended measures for project improvement to address identified impacts. 6. Historic Recordation: Prepare and complete recordation of properties on the State of California Department of Parks and Recreation DPR 523 Forms. 7. Public Engagement and Presentations: Provide attendance and expert presentations at public meetings, including boards and commissions as necessary. 8. Peer Reviews: Conduct peer reviews of historical resource evaluations submitted by other consultants or applicants to ensure accuracy and compliance with relevant standards. 9. Preservation Planning: o Assist in the preparation and updating of historic preservation guidelines. o Update boundaries of existing historic districts as needed. 10. Historic Surveys: o Conduct comprehensive city-wide surveys of structures over 50 years old. o Update and maintain the existing Historic Resource Inventory (HRI) to reflect current conditions and findings.
