Notice is hereby given by the Greater Vancouver Sewerage and Drainage District ("the Corporation") of its intent to contract With GFL Environmental Inc. to perform an urgently required cleaning of a Thermophilic Anaerobic Digester Vessel located at the Annacis Island Waste Water Treatment Plant located in Delta, BC. The services are expected to Water blast cleaning of the interior of ; Anaerobic Digester. Removal, collection, transport and enviro debris and other process residuals. Cleaning must be performed exclusively using non-entry methods with specialized equipment operated externally through the digester access hatches The Corporation did not call for competitive bids for the following reasons: Digester vessels are a critical piece of equipment in the waste water treatment process. Timely cleaning of this digester is required to maintain operational efficiency and avoid unplanned downtime. This work must proceed without delay and be carried out by a contractor with proven capability and familiarity with the process. GFL Environmental was the sole proponent to respond to Greater Vancouver Sewerage and Drainage District Request for Proposal 24-185 which involved a very similar scope of work Cleaning of the walls of the digester vessel requires specialized equipment and knowledge to prevent damage to the vessel walls, ceiling and overall system. GFL Environmental Inc. has successfully performed this service for the Corporation in the past, demonstrating both technical competency and strong safety performance. The Scope of work requires specialty cleaning to be completed using non-entry methods, with all cleaning performed externally through digester access hatches. This approach reduces risk and avoids the need for confined space entry.
