for the construction of the Village of Elba Wastewater Treatment Facility, Phase 2 - Wastewater Treatment Plant Improvements and Phase 3 - Collection System Upgrades This project consists of two (2) separate contracts: Phase 2 Wastewater Treatment Plant Improvements involves upgrading aeration equipment including new underground air piping, floating aerators, diffusers and new blowers; new influent metering structure, piping and flume; lagoon dredging and sludge disposal; miscellaneous site and building improvements; electrical improvements including the installation of backup generators at two sanitary lift stations. Phase 3 Collection System Upgrades involves the replacement of approximately 900 linear feet of sanitary sewer along a portion of Maltby Road with new 8-inch PVC pipe and manholes, cure-in-place lining, manhole rehabilitation, and spot repairs. Written requests for information will be accepted until 12:00 pm on Tuesday, October 21, 2025., at the office of the Engineer to the attention of Casey DeGraff via email at CDeGraff@cplteam.com. Prospective Bidders may obtain the Bidding Documents by contacting the issuing Office Monday through Fridays between the hours of 8:30 a.m. and 3:00 p.m. Contact Jessica Capers to schedule a time to pick up the Bidding documents. Requests for mailing of Bidding Documents shall only be made to the Issuing Office--Attn: Jessica Capers at jcapers@CPLteam.com. Bidders and Non-Bidders who return full sets of the Bidding Documents in good condition (suitable for re-use) within 30 days after receipt of Bids will receive a full refund. Upon request and receipt of the document deposit indicated above plus a non-refundable shipping charge, the Issuing Office will transmit the Bidding Documents via delivery service. A separate check in the amount of $35.00 made payable to "CPL" is required for handling and mailing fees via UPS. Alternatively, Bidders can provide their UPS or FedEx shipper account number for shipment of Bidding Documents. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder's date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office. Only Bidders receiving bid documents from the Issuing Office will be allowed to submit a bid to be considered for award. The funding agency has identified that New York State certified MWBE participation goals for each contract as 20%. This goal may be achieved through any combination of MBE and/or WBE participation. The Contractor is encouraged to make good faith efforts to promote participation of New York State Certified Service-Disabled Veteran-Owned Businesses.
