Bids are invited upon the several items and quantities of work as follows: to construct approximately 8,050 lineal feet of 8-inch water main replacements, and all related appurtenances, along a route from the intersection of 3rd and Grant Streets to the intersection of 6th and Kitchell Streets, within the Southern portion of the corporate limits of the City of Pana in Christian County. A certified check or bank draft, payable to the order of City of Pana, negotiable U.S. Government bonds (at par value) or a satisfactory Bid Bond executed by the Bidder and an acceptable surety in an amount equal to five percent (5%) of the total Bid shall be submitted with each Bid. This project is funded in whole or in part with grant funds from the Community Development Block Grant (CDBG) program. Attention is called to the fact that 1) not less than the Federal prevailing wages as set forth in the Contract Documents must be paid on this project; 2) The work to be performed under this contract is subject to the requirements of Section 3, 24 CFR Part 75; and 3) The Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex, or national origin. Buy America Preference Certification - The Build America, Buy America Act (BABA) requires that products purchased in connection with infrastructure projects funded by Federal financial assistance programs must be produced in the United States. Currently, the following products used in Federally funded infrastructure projects must be produced in the United States: Iron and Steel: Specifically listed Construction Materials: Metals other than iron and steel (non-ferrous metals) Lumber Composite building materials Plastic and polymer-based pipe and tube (e.g., PVC pipe) Bidders must not be excluded from participating in any federal assistance program [24 CFR 85, Subpart C 85.35; 2 CFR 200.214], The City of Pana reserves the right to reject any or all Bids or to waive any informalities in the bidding. Bids may be held by the City of Pana for a period not to exceed 120 days from the date of the opening of Bids for the purpose of reviewing the Bids and investigating the qualifications of Bidders, prior to awarding of the Contract. A conditional or qualified BID will not be accepted No oral interpretation will be made to any Bidder as to the meaning of the Contract Documents or any part thereof. Every request for such an interpretation shall be made in writing to the Local Public Agency. Any inquiry received seven or more days prior to the date fixed for opening the Bids will be given consideration. Every interpretation made to a Bidder will be in the form of an Addendum to the Contract Documents, and when issued, will be on file in the office of the Local Public Agency and the office of the Engineer at least five days before Bids are opened. In addition, all Addenda will be mailed to each person holding Contract Documents, but it shall be the Bidder's responsibility to make inquiry as to the Addenda issued. All such Addenda shall become part of the Contract and all Bidders shall be bound by such Addenda, whether or not received by the Bidders.
